Sea Research Foundation, Inc. (SRF) is seeking a Subject Matter Expert to create an interactive website to highlight more than 25 youth-led Environmental Stewardship Projects (ESPs) that have been conducted as part of its STEM Mentoring program (see Background below). ESPs give STEM Mentoring sites the opportunity to deepen the relationships between mentees and mentors through the implementation of effective, impactful, and inclusive projects that effectively addresses their site's or community's needs.

SRF will provide the Subject Matter Expert with location information, photos, and edited writeups from each site that has already completed an ESP to be featured on the website as well as a template to be used to develop a content management system for gathering similar information from additional ESP sites to automate the addition of their ESPs to the website in the future.

The chief deliverable from the Subject Matter Expert will be a website that 1) includes an interactive map of all the participating ESP sites as well as photos and writeups about each ESP that has already been completed (with the potential for the inclusion of additional multimedia content from one or more ESP sites); 2) enables visitors to the website to search ESPs by project type, geographic location, and other relevant categories; 2) includes a content management system to automate the addition of new ESPs to the website; 3) contains relevant and helpful information for STEM Mentoring sites (and the general public) that might be interested in developing, implementing, and sustaining an ESP of their own in the future.

The Subject Matter Expert must have experience in graphic design, web design, content management systems, and web hosting. The Subject Matter Expert will participate in a kickoff call with SRF and will participate in regular calls with SRF throughout the project period.

Interested businesses and corporations should supply a proposal and budget for this Subject Matter Expert position, which will run from mid-October to January 31, 2025.

Background

Sea Research Foundation, Inc. (SRF) - a leader in providing mentoring and science, technology, engineering, and math (STEM) enrichment as part of delinquency-prevention initiatives - has received funding from the U.S. Department of Justice's Office of Juvenile Justice and Delinquency Prevention's FY2021 Multistate Mentoring Programs Initiative to expand and enhance its innovative group mentoring program, STEM Mentoring.

The goal of STEM Mentoring is to positively impact the social development and academic achievement, and reduce the juvenile delinquency, of at-risk youth ages 6-10. By providing high-quality, STEM-based group mentoring experiences, STEM Mentoring aims to reduce mentees' high-risk behaviors, improve protective factor indicators, and increase their knowledge of and interest in STEM topics and careers. A secondary goal is to provide peer mentors ages 12-17 with support and training to help them build strong, positive relationships with their mentees.

STEM Mentoring will achieve these goals by connecting youth with mentors (4:1 mentee-to-mentor ratio) to engage in weekly STEM activities. SRF will make subawards to affiliate sites in more than 15 states and territories. Sites will engage at least 1,152 mentees and 288 mentors - including a subset of at least 96 peer mentors, targeting youth who a) live in communities with risk factors such as high rates of poverty, unemployment, violent crime, and/or drug addiction; b) attend schools that have a high percentage of students eligible for free and reduced-price meals and high rates of absenteeism; c) are American Indian or Alaska Native; d) have one or more parents in the military; and/or e) live in rural communities.

To achieve the project goals and objectives, SRF will: 1) provide sites with training and technical assistance based on the Elements of Effective Practice for Mentoring; 2) provide sites with the STEM Mentoring curriculum and associated content training and technical assistance; and 3) measure the project impact.

Pre-and post-surveys for mentees and mentors, and surveys for Program Coordinators, will assess project progress. On a quarterly basis, SRF will use its online reporting system to collect data on social and academic improvement, involvement in juvenile delinquency, and mentor-mentee relationships. SRF intends to use this information to meet OJJDP's performance measures requirements and to generate internal program improvements.
