Position Profile

As the Comptroller for the Administrative Office of the Courts, Supreme Court, Court of Appeals, and Office of Civil Legal Aid, this role is the financial heartbeat of Washington State's judicial branch. You will oversee the administration, coordination, and implementation of budget and accounting processes, ensuring the smooth financial operation of these critical institutions.

In this dynamic position, you will advise and partner with the Chief Financial & Management Officer (Management Services Division Director) on necessary changes and improvements to business processes, and spearhead the implementation of new policies, processes, and procedures. Your decision-making authority spans the entire Management Services Division (MSD), but your influence can span the entire branch.

Reporting directly to the Director, you will exercise significant independent judgment and decision-making within your delegated responsibilities. As a key member of the AOC Leadership Team, you will collaborate with staff at all levels, providing strategic recommendations to executive management, judges, and court personnel regarding the services offered by the AOC Management Services Division. Your influence will shape MSD policies and services, as you interpret and implement broad agency policies related to the division's operations.

You will lead a team of professionals, including the Financial Services Manager, Court Budget Advisor, and Court Grants Advisor. You will oversee daily operations, train new staff, set performance expectations, and manage performance. As a supervisor, you will also resolve minor workplace conflicts, engage in workforce planning, and make hiring, discipline, and termination recommendations to the MSD Director. Additionally, you will act as a liaison to other AOC sections, such as Human Resources, Staff Services, and the Court Services Division.

As a member of the Division leadership team, your role is pivotal in driving the financial strategy and ensuring the fiscal health of Washington State's judicial branch.

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION

Duties and Responsibilities

Managing Finances
  • Oversees the creation, implementation, and monitoring of budgets for the Supreme Court, Court of Appeals, and AOC. Reviews and prepares budget proposals and supporting documents, ensuring accuracy before final submission.
  • Manages all expenditure records and ensures the financial status of the judicial branch is clear. Reviews and analyzes monthly and quarterly financial reports and provides insights to branch leaders.
  • Develops and updates reporting systems to track the financial and administrative health of the judicial branch. Completes annual and biennial financial reports and advises on improvements. Oversees judicial impact notes.
  • Advises on operational changes due to new accounting standards and legal requirements.
  • Reviews and updates budget and accounting policies to improve efficiency and ensure compliance with regulations.
  • Develops revenue forecasts and analyzes revenue trends.
  • Manages the financial aspects of grants payable and receivable.
  • Establishes and maintains accounting systems and controls, making necessary modifications.
  • Reviews and evaluates current business processes of MSD, and recommends changes necessary to ensure achieving long-term strategic goals.


Managing Relationships
  • Represents the AOC in meetings with court personnel, clients, and government agencies.
  • Finds areas for budget information improvement and implements projects to address them.
  • Evaluates court programs and operations to meet the judicial branch's budget needs.
  • Represents the AOC in budget and fiscal forecast meetings with court personnel, clients, and government agencies.
  • Works with Human Resources and the Office of Financial Management to review and recommend changes to accounting and data processing systems
  • Coordinates with the AOC Contracts Officer to monitor and track contract payments.
  • Periodically surveys courts about local and state funding.
  • Assists the Director in planning and delivering MSD services statewide.
  • Helps establish and communicate MSD directions and priorities.


Managing People
  • Supervisory duties include:
  • Setting job requirements and managing performance.
  • Coordinating work assignments and project plans.
  • Guiding, mentoring, and motivating staff.
  • Resolving workplace conflicts.
  • Workforce planning.
  • Making hiring, discipline, and termination recommendations.
  • Acting as a liaison between Financial Services and the rest of AOC.
  • Works with MSD unit managers to resolve personnel matters and internal conflicts.
  • Responsible for adherence to AOC and MSD policies and standards
  • Performs other duties as required.

Qualifications and Credentials

A combination of education and experience demonstrating an expert working knowledge of the duties and responsibilities of the AOC Comptroller may be considered in meeting the qualifications.

A Bachelor's degree in accounting, finance, business/public administration or related field, AND:
  • Seven (7) years of progressively responsible management experience in budgeting and/or accounting, with at least three (3) years managing supervisors
  • Demonstrated ability to lead and manage change
  • Experience in strategic, operational, and tactical planning

  • Expert knowledge to recognize and solve difficult and complex budget and accounting business problems; devise, develop, install and operate budget and accounting systems.
  • Proficient skills and abilities to provide recommendations and counsel to management officials relative to financial & business matters; provide sound advice.

Supplemental Information

  • The workweek may fluctuate depending on workload or agency needs.
  • Overnight travel may be required based on business needs.
