DEFINITION: Provides vision, leadership, and expertise to identified schools that provides professional guidance and coaching to school-based staff and ensure the coordination of the appropriate resources in the identified schools to address areas of disproportionality. The CCEIS Specialist will work with multiple schools and the district office to support kindergarten students. Supports schools in building capacity to meet the needs of all kindergarten learners while ensuring that all initiatives support the system-wide goals identified in the Strategic Plan. Performs other duties as assigned.

The work of this class is generally performed both in school and office environments. Travel to schools throughout Baltimore County is required. Work includes the operation of office equipment, computers, and assistive technology devices. Limited physical activities may be required. Work schedules may include nights and weekends and will require occasional work beyond the normally scheduled hours.
GRADE: Grade 08 on the BCPS CASE 12-month pay scale
SALARY: $89,731 - $135,964

EXAMPLES OF ESSENTIAL DUTIES:
- Works with district and school leaders to orchestrate and align CCEIS action plan resources, interventions, strategies, and initiatives in significant ways that support positive kindergarten student outcomes.
- Plans, organizes, and executes professional development to increase awareness of the root causes of disproportionality and provide strategies and interventions that will promote a positive culture and climate in the identified schools.
- Supports activities that include focused observation and feedback, researched-based instructional and behavioral modeling, and coaching to implement behavioral interventions.
- Provides coaching and serves as a resource to support the use of research-based interventions related to behavior, academics and/or social emotional learning strategies by using best practices.
- Analyzes, interprets, and shares data with staff; lead data reflection dialogue and facilitates data-based decisions with school staff.
- Supports administrators, teachers, and other school staff in identifying root causes of disproportionality and promotes ways to meet kindergarten students' social and emotional needs.
- Provides resources and support in Tier II and III interventions.
- Collaborates and plans with central office staff to support the utilization of district resources (e.g., Pre-Intervention Manual and FBA/BIP Guidebook).
- Attends required coaching, team and school meetings, and professional development.
- Creation and monitoring of the annual CCEIS corrective action plan.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
- Graduation from an accredited college or university with a master's degree or master's equivalent in early childhood, special education, or a related field.
- Five years' teaching experience with progressively responsible leadership experience.
Licenses and Certificates:
- Possession of a Maryland Educator Advanced Professional Certificate appropriate to the area of assignment.
- Possession of, or eligibility for, a Maryland Educator Advanced Professional License appropriate to the area of assignment.
- Possession of a Maryland Educator Administrator I endorsement or Administrator I Licensure is preferred.
Knowledge, Skills, and Abilities:
- Thorough knowledge of inclusive educational practices, IDEA guidelines, IEP development, LRE (Least Restrictive Environment), and compliance with federal and state mandates including mediation and due process procedures.
- Demonstration of outstanding oral and written communication skills.
- Demonstration of expertise and experience in assessment/data analysis and instruction ages three through 21. Demonstration of strong human relations, communication, and organizational skills. Demonstration of strong computer/technology skills.
- Ability to develops and maintain effective rapport with Early Childhood Teachers, IEP Chairs and Special Education Teachers.
