Senior Procurement Lead CCC-6

The Senior Procurement Lead is CCC's procurement expert and is responsible for providing program management, procurement, contracting, contract management and financial management services and subject matter expertise for a wide range of complex international sales of goods and services on behalf of other government departments, or to foreign governments, international agencies and foreign private sector buyers.

Roles and Responsibilities
  • Provides strategic and specialized procurement advice to management.
  • Acts as lead operational point of contact for key customer accounts and other government departments with which CCC has memoranda of understanding in place, in particular Global Affairs Canada and the Department of National Defence.
  • Provides contracting and procurement services on complex sales of goods and services to foreign government and international agency buyers in support of Canadian exporters and international suppliers; assists with the development of the needs analysis, prepares requests for proposals or quotes, analyses tenders/solicitations and recommends certification of bids, proposals, offers and signing of contracts.
  • Provides contracting and procurement subject-matter expertise and support for CCC's internal purchasing, including by managing internal purchasing files of higher complexity.
  • Works with CCC management to develop and implement long-term procurement and supply strategies/priorities.
  • As part of a team, represents CCC in complex negotiations of commercial contracts and contract amendments involving CCC, Canadian and foreign suppliers and foreign buyers, which may be negotiated outside Canada, in foreign environments, away from corporate headquarters support and guidance.
  • Leads and facilitates the efforts to resolve political, technical, and financial difficulties related to the realization of complex, high profile, or sensitive export business transactions.
  • Manages export contracts from scope definition to completion. This includes tender preparation and bid evaluation, managing the payment process and analyzing and minimizing project risks prior to award and throughout the contract.
  • Participates in trade development activities and promotes CCC's role in export development to potential foreign buyers and other government departments.
  • Provides mentoring, training, and support to the Corporation's junior and intermediate contracting staff.


Requirements
  • University degree in Commerce, Business Administration, or other related discipline.
  • Supply Chain Management Diploma/Certification is considered an asset.
  • At least 10 years of relevant, recent, and significant procurement experience including:
  • Experience with complex procurement processes including but not limited to developing statements of work (SOW), developing mandatory and technical requirements, negotiation, evaluation of bids, contracts, and debriefing.
  • Experience providing expert recommendations to clients on procurement policies and processes.
  • Experience leading project teams and working groups related to procurement.
  • Knowledge of financial administration and reporting practices.
  • Knowledge of the procurement life cycle within the context of Canadian federal government including relevant regulations, policies, directives, and procedures.
  • Knowledge of procurement and contracting instruments available to CCC such as Standing Offers, the Government Electronic Tendering Service, etc.
  • Previous work with CCC, central agencies, and other federal departments with international trade responsibilities would be an asset.
  • Ability to travel in Canada and abroad.
  • English essential. Bilingualism in both official languages is strongly recommended.
