Project Manager / Consultant (Temp) for HB511 project:

Session Law 2020-47, House Bill 511, directed the Department of Information Technology, Government Data Analytics Center (GDAC), to conduct a statewide study to identify current criminal justice data related to individuals who have been charged with infractions or criminal offenses, identify data/informational gaps, and steps toward data integration and accessibility. The findings and recommendations of this Study are due by December 1, 2021.

The Project Manager / Consultant will work with the State GDAC team to summarize existing criminal justice data/systems, identify data/information gaps, and come up with findings and recommendations.

Roles and Responsibilities:
Conducting study to identify gaps / information
Lead project planning sessions
Determine and define project scope and objectives
Manage project progress and adapt work as required
Ensure projects meet deadlines
Develop relationships with clients and stakeholders
Facilitate and participate in study to identify data/information gaps
Develop interview instrument(s) for information gathering sessions with stakeholders and subject matter experts (SMEs)
Organize timeline of study tasks and ensure tasks are tracked and on schedule
Document information gathering sessions with stakeholders and SMEs to identify
data collection, availability, and accessibility
data quality/completeness
data needs (agency-specific needs, needs of policymakers, etc.)
gaps in existing criminal justice information systems or information sharing/availability from a public policy perspective
Recommendations for improving all the above (including new or planned information systems or changes to systems that may improve access to reliable criminal justice data/information)
Assist with preparation and drafting of final report

Knowledge, Skills, Abilities:
Knowledge of data collections and/or methods preferably associated within the criminal justice domain
Interpreting study specifications and developing a work plan that satisfies requirements
Attention to detail and exceptional written, verbal, and telephonic communication/documentation skills
In-depth knowledge in criminal justice data gaps

Preferences:
Experience in conducting studies in field of criminal/juvenile justice
Experience in study data gap/needs

This position is subject to NC Administrative Code 14B NCAC 18A.0401 which requires:
US citizenship
Shall be at least 18 years of age
Subject to fingerprint background verification
