Position Summary
Under the general supervision of the Applications Development and Management (ADM) Director and Assistant Director, this position is responsible for performing the work of IT Business Analyst This position is responsible for building relationships with state school district and library operations to understand information technology (IT) needs and provide service. This position provides technical assistance and support to staff in the Wisconsin Department of Public Instruction, local educational agency staff, and other community agencies in the planning, design, development, training, implementation, and review of IT solutions. This position assists the Applications Development and Management Team in the execution of the Agile\Scrum development methodology. This position will work with program area leads and external customers to gather system requirements and to prioritize requests; lead and participate in project development meetings, status report meetings, sprint planning sessions, and all other meetings concerning the group; develop product roadmap, setup and maintain Scrum board, managing and prioritizing the product backlogs, implementation plan, system deliverables, monitoring the work and responsible for the overall delivery of the product/project.

Goals and Work Activities

- Interact with users to define the business requirements of new systems and/or maintenance and enhancements to existing systems.
- Analyze business requirements, formulate, justify, and discuss design alternatives with the users to assist in the selection of a final design proposal.
- Determine the potential impact of new systems on current DPI resources, operating policies, and technical standards.
- Build knowledge of school district and library operations to understand and meet their needs.
- Work with customers to assess the scope and objectives, return on investment (ROI), risk, and budget for IT application efforts.
- Assist with the definition of requirements and the preparation of bid documents for the acquisition of applications and assist with the evaluation of responses.
- Discover, analyze, organize and document application functional and data requirements.
- Develop and evaluate solution alternatives that solve the needs of the business area or agency.
- Assist with training on agency applications for business area experts and program area liaisons, helping the business side understand applications and set training priorities.
- Study the impact of proposed business changes on the business-area applications. Facilitate application requirements gathering sessions.
- Interface with managers and management teams, presenting information about new or changed applications, potential new business opportunities in technical advances, and impacts on business rules.
- Analyze technical strengths and weaknesses of applications that are in use and those under consideration for purchase.
- Provide technical support to the procurement of solutions purchased from outside vendors.
Collaboration with the Scrum team and the other stakeholders on quality assurance.
- Prepare test plans and test cases for new and existing systems.
- Analyze existing systems; provide design recommendations for improved performance and data integrity checks.
- Test and document new complex programs/procedures and revise to existing programs/procedures to meet the changing needs and requirements of WDPI.
- Develop and update documentation for customers and other applications technology staff.
- Perform system/integration testing. Provide customer assistance and training during acceptance testing and implementation.
- Works with Program Areas to verify team outputs meet customer needs and expectations.
