** 4 Positions **

OBJECTIVES OF ENGAGEMENT

The primary objective of this engagement is to provide software development services for the WIC vendor management and vendor services implementation project. This includes technical analysis, solution design and development, technical documentation, and any miscellaneous activities identified as necessary for project success.
Serve as one of four software developers working with a project manager, quality assurance specialist, and the WIC technical support team.
Architect and design a responsive, web based solution that integrates with existing PENN data and workflow requirements.
Integrate the new web based solution with the HHSDC security solution.
Confer with the IT manager and Applications Developer Administrator (ADA) to ensure solutions conform to customer and technical support specifications.
Create and maintain technical process and system documentation as needed.
Ensure deliverable compliance with all Commonwealth, HHSDC, and USDA FNS standards and procedures.

OPERATIONAL REQUIREMENTS

The selected contractor must be familiar with a variety of the IT technologies, methodologies and rely on experience and judgment to plan and accomplish goals. They will have proven experience in software development and design, and experience with a variety of Microsoft software technologies. They will work with the Bureau of WIC, WIC technical support and a variety of other Health & Human Services Delivery Center teams to define needs, analyze problems, recommend and develop solutions, and provide the technical support required for a successful project implementation and maintenance transition.

The contractor will be required to:
Develop new software user interface and code that meets business needs and conforms to Commonwealth and industry standards.
Participate in all software build and release activities specific to this project.
Collaborate and interact with various HHSDC technical staff to ensure system design and usability standards, and HHSDC security integration.
Provide technical analysis, recommendations, and level of effort estimates.
Create technical documentation and participate in system knowledge transfer activities to ensure successful maintenance transition to the WIC technical support team.
Provide status reporting conforming to intervals and standards mandated by the Applications Developer Administrator.
Utilize Azure DevOps for SDLC workflow and software code repository.
Complete weekly timesheet reporting in Vector VMS by COB Friday.

This position will include reporting to Applications Development Administrator.

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS
Minimum of 5 years of complex web application design.
Minimum of 5 years developing software applications with .NET 4.5 or higher.
Minimum of 5 years developing data driven software applications using SQL Server.
Minimum of 2 years developing software applications with C#.
State, Federal or Local government experience preferred.
Bachelor's degree with a major in a relevant field preferred.

Data driven software development using SQL Server and .NET 4.5 or higher.

Web application development and design.

Software development using the C# programming language.

Software development using .NET Core, MVC and Entity Framework.

Bachelor's degree with major in relevant field.
State, Federal or Local government experience.
