Job Summary: The Portfolio Manager - Mid plays a pivotal role in supporting the Project Controls team, guiding and mentoring multiple IT Project Managers to adhere to PMO standards. This position involves actively contributing to budget, schedule, and capital call activities across various programs and projects.

Key Responsibilities:
- Collaborate with Project Managers to ensure efficient and high-quality Budget management, Schedule management, and reporting throughout the project lifecycle.
- Conduct audits and quality control of project deliverables, providing insightful reporting on progress and deliverable quality.
- Mentor and support Project Managers in aligning with Amtrak's Budget process and activities.
- Contribute to budget, schedule, resource, and capital call activities at both the portfolio and project levels across multiple programs.
- Demonstrate expertise in developing and reviewing forecasts, Annual Operating Plans (AOP), and conducting detailed financial analysis.
- Engage in analysis as part of continuous process improvement activities.
- Showcase proficiency in program and project reporting.
Required Skills & Work Experience:
- 8 to 13 years of hands-on program and project management experience, with 4 to 6 years in project financial management from initiation to implementation, using formal project management methodologies.
- Extensive experience in developing financial aspects of portfolio capital and operating plans, including accrual management.
- High-level proficiency in Microsoft Project and Excel.
- Experience in training project managers on PMBOK-defined project management best practices.
- PMP certification and an undergraduate degree in Finance, Accounting, or Business Administration/Management.
- Demonstrated effective communication and writing skills, with the ability to tailor messages to the receiving audience.
- Proven experience in supporting multiple projects simultaneously.
Preferred Skills & Work Experience:
- Desired 13+ years of hands-on program and project management experience, including 8+ years in project financial management using formal project management methodologies.
- MBA qualification.
