LOCATION: Hybrid

PURPOSE: The primary purpose of this position is to fulfill our vision of inspiring financial wellness. The position must deliver high quality service to both internal and external members by supporting and promoting our values to Care, Listen, Learn, Solve, and Act.

The AVP is responsible for maintaining the compliance management program at the credit union. In addition, the position assists senior management staff in program development, policy and procedures review and implementation, statistical analysis, preparation of staff training, special projects and other activities as assigned.

The AVP leads, manages and holds accountable the Quality Assurance Manager and the credit union's quality assurance program and the AVP, BSA/AML and the credit union's Bank Secrecy and Fraud Prevention program.

ESSENTIAL DUTIES:
  • Lead, manage and hold accountable the Compliance team ensuring individual and departmental growth. Responsible for the development and training of staff, ensuring staff are well trained in all phases of their jobs. Administers annual, monthly, and in- moment coaching and review of employee performance. Sets goals for the upcoming month and develops plans to improve employee performance
  • Works under the direction of the VP, Enterprise Risk Management to develop, implement and maintain a compliance risk assessment which provides a framework for inherent and residual risk assessments of compliance obligations at the enterprise-level and by each department.
  • Performs risk-based compliance testing to verify that compliance controls are working as intended and provide remediation steps for identified gaps. Develops monitoring to verify ongoing compliance for high-risk functions.
  • Develops, implements, and maintains a compliance change management process which provides reasonable assurance that key compliance obligations are identified, assessed, implemented, and trained upon, as needed in response to changes in regulations, business practices, processes, or products. This process includes an annual review of all credit union policies to verify that compliance changes have been recorded in policy.
  • Supports the credit union's comprehensive assessment program (reviewing enterprise, fraud, and compliance risk) by participating with the VP, Enterprise Risk Management to review compliance and fraud risks as part of comprehensive assessments.
  • Effectively operates department and staff goal setting and meeting structure within EOS framework, to include establishment of regular recurring L10 meetings, goal setting and people analyzer tools to support right people right seat strategies.
  • \Develops a compliance inventory to affirm that compliance tasks are assigned to and owned by a department, are mapped to written procedures and policies, and are assessed on a risk-based schedule.
  • Manages the complaint management process, including identifying potential instances of compliance errors or adverse member experiences, performing root cause analysis and providing remediation as needed.
  • Reviews and approves all Marketing content, ensuring compliance with all applicable rules, regulations, and best practices.
  • Oversees HMDA compliance, including quarterly monitoring and the annual pre- submission review of the Loan Application Register.
  • Provides regular reporting to the Enterprise Risk Management committee on the compliance activities of the credit union.
  • Works with department managers to provide training, as dictated by the compliance risk assessment and compliance change management process.
  • Responds to compliance questions from credit union personnel, providing timely feedback including direction to the requester on compliance requirements and integration of compliance and operational needs.
  • Maintains the credit union's compliance software.
  • Remains current on all industry trends and regulatory changes works with subject matter experts to make changes to credit union systems and products to maintain compliance.
  • Works with HR/Training to evaluate the effectiveness of compliance training, makes recommendations to support documentation and validation of training and provides training as needed.
  • Assists with correspondence, including member services, Board related concerns, reports, and special presentations. These presentations may be before CU staff, Board, Management, and outside groups.
  • Oversees the credit union's quality assurance program, directly supervising the Quality Assurance Manager. Responsible for verifying that loans and new accounts are reviewed in a timely, risk-based fashion and that the credit union receives and responds to review findings.
  • Oversees the day-to-day management of the credit union's Bank Secrecy Act, Anti- Money Laundering, and Fraud Prevention program, directly supervising the AVP BSA/AML. Responsible for verifying that the BSA/AML program is performing in full compliance with all laws and regulations. In addition, leads the credit union's fraud prevention and response program.
  • Performs other duties as commensurate to this position


PREFERED BACKGROUND:
  • Bachelor's degree or equivalent successful work experience in a retail-banking environment.
  • Minimum of 5 years' experience in compliance management within a medium to large sized financial institution.
  • Certification in compliance or risk management is required.
  • Must be proficient in use of Microsoft Office products, specifically Outlook, Word, Excel, and PowerPoint. Ability to effectively use a variety of software programs and other financial industry solutions.
  • Must possess strong leadership and management experience, including coaching, training, motivation, time management skills, and performance coaching
  • Must be able to deal effectively with employees, members and officials with tact and diplomacy. Must possess excellent communication, training, and presentation skills.
  • Must have strong analytic, research, and problem-solving skills. Detail oriented with ability to adapt quickly in a fast-paced environment.
  • Strong organizational skills. Ability to concentrate, exercise judgement & be a creative thinker, with a tolerance for risk


ADA REQUIREMENTS

Physical Requirements

Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 10 lbs. Must be capable of climbing / descending stairs in emergency situation. Must be able to operate routine office equipment including telephone, copier, facsimile, and calculator. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours whenever required or requested by management. Must be capable of travel by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Must be capable of regular, reliable and timely attendance.

Working Conditions

The working conditions are for an office environment. Work may require occasional weekend and/or evening work. The work involves physical mobility within the general work area and occasional local travel. Reliable transportation is required.
