Schedule: Hybrid, Monday to Friday 8:30am-5:00pm

Summary:

Heartland Human Care Services (HHCS) is seeking a dynamic and driven Associate Director for Refugee Family Services (RFS) to oversee critical programming that directly supports the resettlement, integration, and success of refugees and immigrants. Reporting to the Senior Director of Refugee and Immigrant Community Services, you'll manage key programs in case management, employment, community engagement, and housing.

As the Associate Director, you'll play an essential role in the strategic growth of our services-writing grants to secure resources, ensuring contract compliance, and leading a talented team. You will drive operational success through financial management, accurate reporting, and effective partnerships. Essential Functions:

Service Delivery and Programming
  • Maintains, develops, and expands the Refugee Family Services program portfolio to comprehensively address the specific needs of refugees and immigrants through a diverse combination of federal, state, and private funding.
  • Oversees the use of agency and participant assets, and compliance with program and participant budgets, submits program reports, completes projects and other relevant work assignments on schedule.
  • Participates in monthly finance meeting. Provides direct oversight of identifying and documenting matching contributions for contracts.
  • Completes program deliverables including budget projections, program reporting, data analysis, and reconciliation of finances.
  • Coordinates with the Grants Development team to develop proposals to secure government and private funding to support programming.
  • Drafts and submits program reports as required for all funded programs. Responds to requests for ad hoc reports, as well as the monthly, quarterly, and annual reports on program performance and evaluation plan and leads the strategic implementation of the program.
  • Upholds relationships with funders such as USCRI, ORR, JUF, IDHS, and PRM. Serves as the main contact for the program partners, external agencies, vendors and landlords.

Talent Management
  • Participates in interviewing, hiring, discipline, termination and other relevant employment transactions, with guidance from Senior Director.
  • Provides biweekly supervision and ongoing support to staff, interns and volunteers.
  • Leads monthly Team Meetings.
  • Recruits and provides initial and annual training to volunteers.

Departmental Management
  • Ensures the implementation of organization and program/department policies and procedures. (e.g. personnel, financial, participant eligibility, Standards of Professional Conduct, Ethics, HIPAA etc.).
  • Maintains and updates policies and procedures relative to contractual obligations, Heartland Human Care Services (HHCS) Philosophy of care and industry best practice.
  • Participates on internal committees (such as: RICS Management; new employee orientation, quality management, or others).
  • Assumes an appropriate role in other program or Division tasks or projects, as assigned.
  • Ensures cross-departmental collaboration internally to RFS, within RICS, and across HHCS.
  • Assesses program impact and analyzes success of activities conducted to achieve outcomes outlined in the RFS and RICS Theories of Change.

Technical Assistance
  • Preserves HHCS's status as a primary refugee and immigrant service provider for the Chicagoland community, with an emphasis on holistic participant-centered trauma-informed care.
  • Develops and maintains external relationships with other appropriate groups on behalf of the organization. Serves on relevant internal and external committees and ensures participation in relevant advocacy arenas.
  • Conducts presentations, trainings, and workshops on trauma recovery services best practices.
  • Remains current in the field of service through professional development activities, as approved by the Senior Director
  • Represents HHCS and RICS as a part of various immigrant and refugee groups.
  • Other duties as assigned.

Education and Experience:
  • Bachelor's degree from an accredited institute of higher learning.
  • Master's degree strongly preferred.
  • Minimum five (5) years of experience in program management, grant writing, program development with immigrants and/or refugees.
  • Minimum of one (1) year of supervisory experience required.

Knowledge/Skills/Abilities (K/S/A):
  • Fluency in a second language preferred.
  • Direct service or management experience in field of victim services and anti-trafficking experience strongly preferred.
  • Ability and comfortability working with people of varying socioeconomic backgrounds.
  • Excellent communication skills. Strong networker, convener, relationship builder and communicator with experience collaborating with diverse work teams and stakeholders.
  • Demonstrated ability to handle confidential and sensitive information possessing skills to handle situations in a professional and diplomatic manner.
  • A high degree of collaboration and emotional intelligence, self-motivation, and analytical ability.
  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Human Care Services.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to work independently and remain self-motivated with minimal direct supervision.

Work Arrangement:

This role is eligible for a "hybrid" work arrangement. It is expected this person would be able to meet for "in person" meetings when needed or at the request of others. In-person meetings may be required on a regular basis (weekly, monthly, etc.). There may also be the availability to work from home when appropriate.

  • The noise level in the work environment is usually moderate.
  • Each program site operates on a 24/7 basis, 365 days per year. To meet both the needs of our participants and contractual obligations, employees are required to be flexible in regard to scheduling and work location.
  • Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as well as the suburbs. Employees may be required to report to any one of our locations on a temporary or permanent basis.
