SUMMARY:
- Responsible for managing the internal and external projects within the Transit Friendly Planning Program. Oversee project-related financial aspects, including cost estimates, funding, invoicing, and funding opportunities.
- Manage multiple technical assistance projects through our on-call consultants and our work with Voorhees Transportation Center.
ROLES & RESPONSIBILITIES :
- Assists the Director in the implementation of NJ TRANSITs Transit Friendly Planning program by working with the Real Estate office, state and municipal agencies, private developers and other internal and external partners and stakeholders, in the preparation of development projects and land use and circulation plans that complement, enhance, and coordinate with and strengthen NJ TRANSITs goals for increasing transit ridership, improving service, and implementing capital investments.
- Serves as external liaison with federal, state, county and municipal agencies and officials on matters related to land use, community planning, development/redevelopment and policies and programs related to Smart Growth, Transit Oriented Development, Brownfields, Greyfields and Transit Villages.
- Manages the transit-friendly planning facilities planner.
- Responsible for the annual update to the Transit Friendly Planning Program Assessment ensuring that the Program meets all KPIs.
- Works closely with GIS to maintain the Transit Friendly project websites, Transit Friendly Planning matrix and new initiatives to promote transit-friendly planning through spatial analysis.
- Works with economists, urban planner, economic development specialists, developers, landowners, and engineers with the goal of achieving a useful consensus on an economic development plan that is feasible and that can be implemented.
- This position supervises a Facilities Planner and a Principal Facilities Planner.
EDUCATION, EXPERIENCE & QUALIFICATIONS :
- Bachelors Degree in Planning, Urban Planning, Economics, Transportation, or related area and eight (8) years of experience in initiating, planning, and developing transit-friendly land use projects, to include five (5) or more years of experience in the management of staff and/or consultants in the design and implementation of planning projects.
- Advanced degree in Planning can substitute up to two years experience.
KNOWLEDGE & SKILLS:
- Knowledge of transit-friendly and urban planning policies and principals, economic development and redevelopment practices, transportation planning principles and techniques, federal and state statutory and regulatory requirements, real estate, public and private financing practices required.
- Must be able to communicate and work well with staff and consultants inside and outside NJ TRANSIT, including elected and appointed officials at the highest levels of government.
- AICP and PP certifications are preferred.
