What You'll Do in This Position
Directs development, implementation and sustainment of a Weapons Quality (WQ) Program for the National Nuclear Security Administration (NNSA) PPOP organization. This position ensures the overall integration of WQ Program requirements with industry-standard Nuclear Quality Assurance (NQA-1) requirements to advance the Nuclear Security Enterprise though implementation and maintenance of a Weapons Quality Management System (WQMS) designed to deliver weapons components and materials that meet strict quality requirements and which ultimately supplies the Nation's nuclear weapons stockpile.
Demonstrate a command and thorough understanding of all quality requirements pertinent to a comprehensive Weapons Quality Management System (WQMS), including NNSA Weapons Quality Program (NAP 401.1; NNSA Development and Production (D&P) Manual; Technical Business Practices (TPBs); Defense Programs Business Process Systems (DPBPS/DPBiz); DOE Order 414.1D, Quality Assurance; DOE Order 226.1B, DOE Oversight Policy; ASME Nuclear Quality Assurance (NQA-1) requirements; 10 CFR 830 Subpart A, Quality Assurance; and other technical, engineering standards related to various aspects of weapons production.
Demonstrate developed WQ program meets NA 121.3, NNSA Headquarters Weapons Quality Division through development and implementation of a Weapon Quality Assessment Program (WQAP), which articulates how all quality requirements are achieved.
- Develop organizational strategic and policy documents (e.g., organizational growth plans)
- Scope technical tasks, develop creative or alternative solutions to new or existing problems. Perform work necessary to determine best solutions.
- Incorporate conventional engineering or scientific practices and a variety of complex features such as complicated technical requirements, application of new or special materials or processes and difficult coordination or oversight requirements into problem solving and program planning.
- Evaluate proposals and make recommendations based on proposed projects/tasks in assigned area. Prepare costs and schedule estimates on proposed projects/tasks in assigned area. Develop organizational budget forecast. Maintain integrated program schedule.
- Demonstrate cost and schedule consciousness through timely completion of assigned tasks and projects. Track organizational milestones.
- Provide guidance and direction to other professionals. Delegate work to other personnel.
- Interface with external (e.g., NNSA Nuclear Security Enterprise community, NNSA-SRF) and internal (e.g., other SRNS programmatic manager) stakeholders. Develop program briefings for external and internal stakeholders.
Provides policies, guidance, and support for the Quality Assurance Programs to the Site for multiple contractors. Provide leadership to ensure that ISMS and Quality Assurance are integrated, and implemented effectively.
Major Responsibilities
- Defines the strategy and objectives to be met for the organization
- Responsible for setting the policies/procedures and executing functional leadership for all Quality Assurance programs
- Ensures all activities by quality Services and matrixed QA organizations are focused on accelerated completion of clean-up activities, effective accomplishment of on-going operational missions and achievement of PBI objectives.
- Leads the development and implementation of the quality assurance management systems to meet the requirements in 10CFR830.122 and DOE Order 414.1A.
- Provides senior management leadership for implementation of all aspects of the company's Procurement QA Program. Directs all site-wide Receiving Inspection, Vendor Qualification and Source Surveillance activities. Maintains SRNS's Qualified Supplier and Supplier Performance Information databases.
- Interfaces directly with senior DOE HQ officials, Program Office leadership (i.e. NNSA, EM, Science, etc) and complex-wide senior DOE and contractor leadership.
- Manages all aspects of the operations to include planning, resource allocation, budgeting and mentoring of assigned employees..
- Provide program oversight, guidance and support to SRNS Business Units to assist them in interpretation and implementation of policies, standards, and practices regarding QA program, Procurement Quality, and Inspection issues.
- Provide guidance and subject matter expertise to DOE-EM regarding QA policy development and improvement initiatives. Represent SRNS on QA national standard and code committees, and leadership with the EFCOG QA Working Group.
Qualifications We Desire
Preferred qualifications for this management position include:
- A strong technical background (engineering, or similar) and a demonstrated ability to learn customer requirements, institutional standards and practices.
- Experience managing technical programs with a special emphasis on previous experience in the NNSA with NAP 401.1A and NNSA SD 452.4-1.
- Experience working with classified information and be able to obtain/retain SCI clearance.
- Ability to collaborate with others to collect information and package it in a consolidated manner for budget planning.
- Strong accountability and ethics related to meeting milestones and deliverables.
- Strong organizational skills and ability to work in a collaborative environment to collect information and convey a concise consensus message.
- Strong communication skills for interfacing with numerous internal and external stakeholders.
- Ability to develop and motivate direct and indirect reports to accomplish organizational goals.
