POSITION DESCRIPTION:
The Senior Records Management Program Analyst assists the Records Management Specialist/Project Manager in the oversight and successful deployment of the USMC Records Management (RM) Program and the migration to electronic records management (ERM); serves as a subject matter expert for all federal, DON, and USMC policy and directives governing USMC RM; assists in the management of the USMC Capstone program as well as contract outreach, training, and policy initiatives as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Requirements of this role include, but are not limited to:
- Remain abreast of changing Federal, DON and USMC policies, standards and regulations for lifecycle records management, RM training standards and program requirements, communicating changes to customers and stakeholders alike.
- Work with the PM and other ARD/RM stakeholders to strategically design/maintain a RM program and develop/update policy governing the USMC RM Program and its implementation enterprise wide.
- Provide solutions and support to capture senior leader email across the USMC via Office 365; work with the Marine Corps Cyber Operations Group (MCCOG) to coordinate technical requirements for email capture, the set up and monitorization of enterprise-wide utilization and to identify patterns to support standardization across organizations for best practices.
- Participate in meetings with Microsoft, Deputy Commandant for Information, and MCCOG in support of the Capstone officials' email capture in USMC task management systems and throughout the transition to O365.
- Liaise with stakeholders to ensure all Marine Corps email is preserved in accordance with GRS 6.1.
- Coordinate with senior leaders to ensure updates are made (and maintained) to the Senior Leader Distribution List and change are conveyed to relevant personnel, including the list for the National Archives and Records Administration (NARA); Records Management Section; HQMC (ARD); and MCCOG.
- Support varying aspects of USMC's phased electronic records management implementation plan, including but not limited to creating/editing training materials, end user guides, and assisting with virtual instructor-led training when travel is untenable.
- Connect and collaborate with USMC personnel to support RM training requirements and updates/edits to materials across the enterprise.
- Assist the PM in the collection and analyzation of data pertaining to the NARA record schedules and their feasibility of use within O365 and Power Business Initiative software.
- Assist in the standardization of ARD contract materials and codification of internal operating policies and procedures.
- Develop RM branding and marketing campaign in support of the Marine Corps transition to electronic records management.
- Additional duties as assigned by the RM Specialist/Project Manager.
REQUIRED SKILLS AND EXPERIENCE:
- Must be a U.S. citizen.
- Minimum 4 years of experience with DON/USMC Records Management, policy, standards and practices, NARA requirements, RM training, and implementation of RM program requirements.
- Minimum 1 year of experience with FOIA/Privacy Act regulations.
- Experience designing, documenting, and implementing technical solutions, and making recommendations on system implementation, analysis and design.
- Excellent written and oral communication skills; demonstrating confidence when speaking/presenting and providing customer support, specifically as it relates to the government/DoD.
- Must be proficient in Microsoft office suite (i.e., Word, Excel, PowerPoint), M365/SharePoint Online, and the USMC Enterprise Task Management Software Solution (ETMS2).
- Ability to thrive in a flexible environment with frequent changes in contract priorities.
- Ability to work independently and prioritize workload with minimal input or supervision.
- Ability to manage multiple tasks and prioritize workload based on needs of the client/PM.
- Ability to facilitate meetings and conference calls; involves meeting scheduling, agenda development and meeting minutes capture, providing, tracking, and archiving required documentation, and following up on items for action.
- Ability to create or drive project schedule development, including task definition, duration, and resource estimates, work schedule breakdowns, and contingency planning.
- Ability to write reports, business correspondence, and policy and procedure manuals.
- Able to identify and bridge knowledge gaps by creating/modifying training materials (e.g., presentations, guides, templates, etc.), policy and standards.
- Familiarity with (or aptitude to learn) Office 365, specifically PowerApps technology.
- Ability to travel and fill in as the team lead during periods of PM non-availability.
REQUIRED EDUCATION:
- Bachelor's degree or minimum of 5 years equivalent work experience
PREFERRED QUALIFICATIONS:
- Project management and information governance experience.
- Certified Records Manager (CRM) or Information Governance Professional (IGP) certification.
- Familiarity with the SECNAV 5210.2 manual and/or conversion "crosswalks" from SSICs to the record (bucket) schedules.
- Familiarity with the USMC culture as it pertains to RM/administration and the challenges of a disaggregated RM knowledge base.
- Experience with Marine Corps applications such as ETMS2, SPO, CROSS, MCTILM
- Experience with interactive software (such as Articulate) in support of the design/development and implementation of training requirements.
- Preferably a former 01XX USMC Officer or SNCOIC that has previously served as a Command Designated Records Manager (CDRM) or migrated an organization from textual to electronic RM.
WORK ENVIRONMENT
- Primarily telework /remote work with normal office demands; except when ad-hoc visits to the Pentagon worksite (or other locations) for government meetings/program support may be required.
- Professional, deadline-oriented, working alongside active-duty Marines, and civilian personnel.
