Summary:

Oversees complex independent internal investigations and audits relative to alleged violations of Surface Transit operating rules, regulations, NJ TRANSIT policies and procedures, to ensure compliance and adherence with same. Primary duties are the assignment and management of line staff in their investigations, while also maintaining their own reduced caseload.

Roles and Responsibilities:
  • Oversees subordinate staff members who are responsible for conducting internal investigations in accordance with applicable collective bargaining agreements (CBA) relative to acts of misconduct, violations of operating rules and procedures, and NJ TRANSIT policies. Also, will carry their own caseload as needed.
  • Oversees subordinate staffin their investigations and related surveillance in cases involving the alleged improper application for and/or use of various protected leaves including but not limited to Disability, FMLA, Workers Compensation, and Reasonable Accommodations. Also, will carry their own caseload as needed.
  • Responds, advises, and aids Bus Administration team members before and during the grievance process on various matters including, arbitrations, and related investigations to support the Companys position and mission goals.
  • Researches, analyzes, and interprets internal and external data and information from relevant parties regarding complaints and legal actions filed against NJ TRANSIT, and presents the findings to senior leadership.
  • Conducts facility audits of bus transportation facilities to provide senior management with statistical data relative to absenteeism, manpower management, revenue handlingthe operation of each bus transportation facility. Additionally, provides information to the appropriate management personnel to identify specific operating areas that can be enhanced, and to review compliance with standard operating procedures.
  • Appears at labor arbitrations, P.E.R.C. hearings and other proceedings as may be needed to provide testimony and authenticate evidence to establish case background and relevant history. Coordinates with the Bus Labor Relations Department involved in Bus arbitrations and other proceedings to assist in various investigations and support the companys position.
  • Conducts related research and investigative work as may be assigned by the DGM, Bus Administration.

Education, Experience, and Qualifications:
  • Bachelors degree in business administration, Labor Relations, HR, or related area, or equivalent, and five (5) years of progressive general NJ TRANSIT management experience or any equivalent combination of education and experience.
  • Experience in Law Enforcement with investigation experience is preferred.
  • Experience with family leave laws including: FMLA, NJFLA, FLI and NJ SAFE Act is desired.
  • A minimum of five (5) years of experience with handling NJ TRANSIT Bus Operations grievances preferred.
  • Master's degree in a related field is also desirable.

Knowledge and Skills:
  • Proficient in Microsoft Office Software Suites Word, Excel and PowerPoint
  • Knowledge of Collective Bargaining Agreements
  • Knowledge of NJ TRANSIT Corporate Policies desirable.
  • Knowledge of legal terminology and ability to research and analyze statutes, regulations, and case law.
  • Ability to develop good working relationships with unions.
  • Ability to work and collaborate across various departments.
  • Excellent writing skills required.
