Position Description

As the Regional Medicaid Policy Manager, you will be responsible to support multiple departments across UCare in work related to federal and state Medicaid policy, regulatory requirements, guidance, and state contract Medicaid requirements. In addition, you will support the Business Development team with the analysis of new markets. Responsibilities include, but are not limited to, tracking and summarizing Medicaid trends and new state Medicaid requirements so the company is informed and ready to implement; researching Medicaid policy and regulatory requirements; draft, coordinate and comment on proposed Medicaid guidance and regulatory requirements; understanding Medicaid state contracts; providing advice to internal staff; and attending trade association calls and coordinating their requests for feedback.
  • Track and summarize Medicaid trends and new (either proposed/recently final or new to UCare) federal and state Medicaid policy, regulatory requirements, guidance, and contract requirements, including for potential new markets. Ensure internal staff know where to find applicable laws and guidance. Communicate and collaborate internally regarding the impact of Medicaid trends and new Medicaid markets policy, regulatory requirements, guidance, and contract requirements.
  • Support the Business Development Department to prepare for and respond to Medicaid information requests, Requests for Proposals (RFPs), and Medicaid expansion opportunities. As assigned, co-lead work on responses/RFPs and help write/review responses.
  • Support the Legal Department with work relating to new markets licensure approval.
  • Lead or assist with any contract negotiations with Medicaid agencies when entering new markets and thereafter. Review proposed and final state contracts for new markets and provide advice to internal staff. Track legislative changes that may impact state contracts; communicate final changes in contract language to UCare staff in a timely manner and monitor/collaborate internally for completion of actionable items.
  • Assist the Medicaid Policy Manager Senior in representing the company during new markets Medicaid agency meetings, communicating with new markets Medicaid agencies, and ensuring deliverables are received timely by new markets Medicaid agencies.
  • As assigned, analyze federal and state proposed Medicaid guidance and regulatory requirements. Draft, coordinate and, after collaborating with internal staff, comment on proposed Medicaid guidance and regulatory requirements.
  • As assigned, research, track, analyze, interpret, draft, and respond to trade association requests regarding Medicaid regulatory guidance, initiatives, and requests for health plan information or industry positions.
  • Represent the department at internal workgroups related to benefit implementation, changes and/or internal system and process changes as required to meet state and federal requirements.
  • Other projects and duties as assigned.
