Fincantieri Marinette Marine, a Fincantieri Marine Group Company, is a progressive shipyard specializing in building ships for the United States Navy. We currently have an opportunity for CDS Cost Estimator at our Marinette, Wisconsin location.

POSITION SUMMARY

The Class Design Service Cost Estimator is responsible for collecting and analyzing data in order to assess the time, money, materials, and labor required to manufacture a product (ship) or provide a service. Be prepared to support studies with rough order of magnitude (ROM) estimates and Engineering Change Proposals with definitive estimates. This position will review technical impact and scope in preparation for developing the final proposal and work with other cost estimating personnel. The CDS Cost Estimator will review FMM Engineering Department technical data packages, vendor proposals, management volumes / technical volumes, and bills-of-material. In addition, this position will solicit inputs from Yard Scheduling and Manufacturing and factor them into consideration when producing estimates. To ensure success as a CDS Cost Estimator, the candidate should have in-depth knowledge of manufacturing and technical processes, a good eye for detail, and advanced mathematical skills. A top-class Cost Estimator can see the big picture of a project and accurately estimate all costs involved.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Monitor the stages of a CDS study or ECP to make sure that costs are kept in line with forecasts
  • Prepare ROM, budgetary, and definitive estimates as required
  • Be familiar with a variety of ways to estimate such as rolling wave planning -- rough estimate, mid-range, and detailed estimates and other methods used in estimating: past performance; ask an expert; ask people performing the work; parametric estimating; Delphi method; and Program Evaluation and Review Technique (PERT)
  • Analyze company data, exchange rates and prices using software tools -- be familiar with forward pricing rate, budget rate development, etc.
  • Prepare and submit proposals and bids for changes to include Engineering Change Proposals (ECPs)
  • Be familiar with Ship Work Breakdown Structure (SWBS)
  • Conduct trade-based estimating
  • Produce Make/Buy recommendations that include ROI and business case analysis when needed. Conduct market research to determine best price and best value when outsourcing for goods and services
  • Develop technical bases-of-estimates (BOEs) pursuant to RFP requirements from the customer
  • Review proposal documents and challenge assumptions made in technical scoping
  • Develop contract change documents to support the needs of Engineering Change Proposals (ECPs)
  • Factor risk mitigation into the proposal/estimate
  • Scrutinize productivity metrics for estimate development
  • Ensure that an estimate is current, complete, accurate, and is developed in a timely manner
  • Identify and clearly state pricing assumptions
  • Must abide by and enforce all organizational policies and procedures

While performing the duties of this job, the employee's workspace is in a clean and comfortable climate-controlled setting with little to no exposure to the moving equipment, elements, extreme conditions, or risk of injury. The noise level in the work environment is usually quiet. When entering the shipyard, the work environment is not climate-controlled and there is exposure to moving equipment, etc.

QUALIFICATIONS

EDUCATION AND EXPERIENCE:

  • Bachelor's Degree in Business Administration, Accounting, Finance, Engineering Management, or related area with 1-2 years of experience with increasing responsibility in the estimating/contracts field of competence; or an Associate's Degree and 4-6 years' experience; or High School Diploma/GED and 8-10 years of equivalent experience.
  • Preference will be given to those with at least 2 years of experience in estimating, manufacturing, or contracts

SKILLS:

  • Be a self-starter, meet deadlines, follow-up on remaining action items.
  • Strong mathematical and analysis skills.
  • Must have strong Microsoft Office Suites computer skills, particularly Excel and Powerpoint. Working knowledge of Pro-Pricer preferred.
  • Must have strong organizational and time management skills.
  • Must have the ability to maintain a professional demeanor.
  • Must have effective written and verbal communication skills.
  • Must have ability to maintain confidentiality.
