The Office of Public Health Preparedness (OPHP) is a division of the Boston Public Health Commission (BPHC). During every emergency and disaster, our public health response depends on the effective utilization of public health staff, City of Boston staff, and volunteers to support operations. At BPHC and the City of Boston, this includes redeploying staff from many different programs and departments to work in roles that can be very different from their day-to-day jobs. For volunteers, they are plugging into roles that may be completely different from anything they've worked with in the past. The Program Manager, Emergency Staffing will be responsible for developing the emergency staffing protocols and training to support staff and volunteers.
Duties
The Program Manager, Emergency Staffing will report to the Associate Director, Emergency Operations and will work to enhance our emergency staffing capacity and improve effectiveness by developing and providing ongoing education and training in public health emergency response/deployment for staff, by recruiting volunteers in the Boston Medical Reserve Corps from partner organizations representing specific neighborhoods and specific priority populations, and by seeking out partnerships with organizations that have trained volunteers supporting priority populations. More specifically, the Program Manager will:
Core competencies include the ability to: describe the agency role and follow the chain of command in emergency response; demonstrate her/his role in regular drills; adapt to and support rapidly changing and evolving emergencies; and recognize deviations from the norm that might indicate an emergency and take/facilitate appropriate action(s) such as communicating clearly within the chain of command.
Works in a confidential capacity with the Associate Director and meets regularly regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters. Uses independent judgment and discretion to make decisions affecting the program and staff as it relates to program operations/services and BPHC policy. Promotes OPHP's mission and vision while upholding its six core values.
BA/BS degree preferred; OR High School diploma/GED and 4 years of equivalent experience in a public health, community-based organization, or similar environment required.

- Prepare staff and volunteers for emergency roles:
- Support the development of policies and protocols for emergency staffing and redeployments for BPHC and City of Boston staff
- Strengthen partnerships with external partners and volunteer agencies to fulfill a variety of emergency staffing needs
- Support training and exercises for, BPHC/City of Boston staff, Boston MRC members, and volunteer agency partners
- Support emergency response and recovery operations:
- Manage emergency staffing deployments, from the initial request through close-out, including identifying areas for improvement
- Staff the MIC during emergencies that impact public health and healthcare
- Work with OPHP team members to coordinate the Boston MRC program and improve its efficacy:
- Recruit and retain volunteers representing specific neighborhoods and specific priority populations
- Prepare project status reports, grant reports, and briefing materials as requested. Ensure all deliverables for the program are met according to grant guidance timelines.
- Represent OPHP at meetings, conferences, and other events as needed.
- Participate in trainings and other educational opportunities to enhance knowledge of emergency preparedness, response, and recovery field.
- Perform other duties to support BPHC and OPHP operations as required.

- Previous experience managing, deploying, and supporting volunteers or staff strongly preferred.
- Ability to work as a member of a team and establish and maintain professional working relationships with BPHC programs and external community partners required.
- Proven ability to manage project milestones and deadlines required
- Excellent written and verbal communication skills required
- Exceptional organizational skills are required as is a demonstrated knowledge of the project management process.
- Advanced knowledge & experience with MSOffice, MS Word, MS Excel, and PowerPoint required.
- Ability to analyze and interpret information and data required.
- Ability to write clear, concise reports based off relevant research and data required.
- Familiarity with Boston and its neighborhoods is a plus.
- Experience in public health, community organizations, and/or emergency management preferred.
