JOB SUMMARY

The Transportation Cross-Functional Team Member (CTM) position ensures that all students have safe and reliable transportation to and from school and other school-related trips. This position performs a wide variety of direct supports including leading coordination and communication between the terminal transportation team, bus drivers, the fleet management team, campuses, and parents. The CTM will oversee one transportation terminal and is responsible for the management of the terminal's staff and drivers. This role also assists with managing the school bus driver and attendant training programs and evaluating department personnel. The CTM will work in collaboration with the Director and Senior Executive Director of Transportation.

MAJOR DUTIES & RESPONSIBILITIES

  • Coordinate the daily operations of the Transportation Department, including:
  • Planning and implementation of all aspects of route execution, staff training, and safety functions
  • Leading and monitoring dispatch and logistics coordination for daily route coverage and trip and supplemental service scheduling.
  • Oversee special needs transportation programs and coordinate with the Office of Special Education Servies to ensure bus drivers, and attendants are trained to handle equipment and student behaviors concerning student disabilities.
  • Collect and maintain annual Texas Education Agency Transportation Reports data. Provide and be able to communicate with district leadership regarding analytical data related to daily operations.


MAJOR DUTIES & RESPONSIBILITIES CONTINUED

  • Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal. Ensure training program compliance with federal Entry Level Driver Training (ELDT) requirements. Enforce and maintain safety standards that conform to state, federal, and insurance regulations and develop a preventative safety program. Assist in investigating school bus accidents and student safety violations.
  • Provide logistical coordination for supplemental service schedules related to McKinney- Vento transportation. Effectively communicate with other school district transportation centers to meet the needs of homeless students.
  • Performs other job-related duties as assigned.


EDUCATION

Bachelor's Degree

WORK EXPERIENCE

At least seven (7+) years related nonexempt or exempt management experience or training related to K-12 Transportation Operations.

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
Ability to manage multiple levels of personnel.
Strong organizational, communication, and interpersonal skills.
Proficiently read, write, and communicate verbally in English.
Spanish language proficiency preferred but not required.
Applicable computer skills (experience with Edulog strongly preferred).
Ability to pass the physical exam (DOT) of the Texas Department of Public Safety school bus driver.
Ability to pass U.S. Department of Transportation alcohol and drug tests.
Must pass a criminal history check and Motor Vehicle Record check.
Valid license/certification or ability to obtain (within 120 working days from date of hire).
Texas commercial driver's license (Class B or A) with "P" and "S" endorsements.
Texas Department of Public Safety School Bus Driver Certification.

LEADERSHIP RESPONSIBILITIES

Senior Management. Manages a department or multiple major disciplines, often through subordinate management. Regularly manages staff in completing large-scale projects or a very closely related set of projects/initiatives, usually spanning various disciplines. Receives strategies and broad departmental objectives from senior leadership; establishes operational objectives and work plans; delegates assignments to subordinate management and staff.
Allocates resources according to priorities and is the primary decision maker regarding hiring, performance, and budget.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is non-standardized and widely varied, involving many complex and significant variables, including time spent planning, evaluating complex solutions and issues, and negotiating outcomes. Strong analytic ability and inductive thinking are frequently required to devise new approaches to situations where previously accepted solutions have proven inadequate. The position regularly makes recommendations to management on areas of significance to the division. Supervision received typically consists of providing periodic coaching, advice, and feedback.

BUDGET AUTHORITY

Advises on budget development for the department.

PROBLEM SOLVING

Decisions are made with greater freedom and discretion, including recommendations subject to approval on matters that may affect multiple departments across HISD. Job is frequently expected to recommend new solutions to problems, improve existing methods/procedures/services, and generate new ideas. May also review decisions made by other individuals on more routine matters.

IMPACT OF DECISIONS

Decisions majorly impact multiple divisions of the organization and may affect the general direction of HISD. Errors may cause continuous adverse influence on the organization's future operations, involving important customer commitments, organizational liability, and other issues that may appreciably affect future costs.

COMMUNICATION/INTERACTIONS

Negotiate and influence - interprets department strategies and services, resolves conflicts, influences outcomes on matters of significance for the division, conducts final negotiations, and coordinates approvals/decision-making below the executive level. Interactions include schools, non-school departments, central office, senior, and executive management.

CUSTOMER RELATIONSHIPS

Leads others in resolving susceptible and confidential issues on behalf of the department. Acts as a trusted advisor and becomes involved in the customer's decision-making process, including presenting alternatives and information and applying persuasion and negotiation skills to resolve problems. Monitors customer service standards.

WORKING/ENVIRONMENTAL CONDITIONS

Work is typically performed in a typical interior environment, not subjecting the employee to hazardous or unpleasant elements. Ability to carry and/or lift less than 15 pounds.
