ECS is seeking a Director, Proposal Operations to work in our Fairfax, VA office (hybrid).

ECS is hiring for a Director or Proposal Operations. In this highly visible role you will be responsible for leading and managing the full proposal development process including teams of proposal managers, analysts, graphic designers and writers. This role requires strategic oversight, process improvement, and the ability to collaborate across departments to deliver high-quality proposals.

Key Responsibilities:
  • Leadership and Management:
  • Lead the proposal team, providing guidance, mentorship, and performance management.
  • Develop and implement proposal strategies, ensuring alignment with company objectives.

Process Improvement:
  • Continuously evaluate and enhance proposal development processes to improve efficiency and effectiveness.
  • Implement best practices and tools to streamline proposal operations.

Compliance and Quality Assurance:
  • Ensure all proposals comply with federal regulations and customer requirements.
  • Conduct quality reviews to ensure proposals are clear, concise, and compelling.

Resource Management:
  • Manage proposal resources, including staff, budgets, and external vendors.
  • Allocate resources effectively to meet proposal deadlines and objectives.

Collaboration and Communication:
  • Work closely with the business development, capture management, contracts, pricing, and technical teams to develop winning strategies.
  • Facilitate communication across departments to ensure proposal alignment with customer needs.


This is an exciting unique role that reports directly to the Vice President of Strategic Growth and has a high degree of visibility across the organization. To be successful you must demonstrate an ability to be a highly collaborative professional that is able to create positive energy and be an efficient problem solver.

General Description of Benefits

  • Bachelors degree or 15 years Proposal Experience.
  • Minimum of 10 years of experience in proposal development, with at least 5 years in a leadership role.
  • Extensive knowledge of federal contracting and procurement processes across the federal government.
  • Proven track record of winning complex federal contracts.
  • Strong leadership, organizational, and project management skills.
  • Excellent written and verbal communication abilities.
  • Proficiency in proposal management software and tools including SharePoint, MS Office, Adobe Acrobat.
