ECS is seeking a Systems Engineering Manager to work in our Fairfax, VA office (hybrid).
ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet DHS requirements.

ECS is seeking a Systems Engineering Manager to oversee multiple teams responsible for requirements management, security, and infrastructure. These verticals support development and delivery of CDM Data Services. The candidate will manage functional teams while interfacing with service delivery teams, customers, and other solution stakeholders. The candidate will drive best practices and ensure quality for requirements management, security, and infrastructure teams.
While the primary focus will be on managing quality of work and resourcing of requirements, security, and infrastructure teams, the Systems Engineering Manager will also work closely with service delivery teams to ensure sufficient resourcing and optimize service delivery processes. This role will involve coaching teams to enhance operations and accelerate the value delivered from the solution and services. A passion to continuously identify areas of improvement, dissect problems, and find creative solutions to enhance service delivery, security, maintainability, scalability, resiliency, and overall quality is key.

- US citizenship and ability to acquire Public Trust Suitability
- A Bachelor's degree or equivalent experience
- At least 10 years of experience managing the design, build, implementation, security, and operation of complex enterprise technology solutions for Federal customers
- At least 5 years of experience deploying and managing solutions in federal environments subject to NIST 800-53, FISMA, and FIPS 140-2 & 3 policies, including defining, designing, and implementing security controls
- At least 5 years of experience designing, implementing, securing, and maintaining solutions within Cloud Service Providers (AWS GovCloud preferred), including configuration management experience through Ansible/Terraform/Chef/Puppet/or similar
- At least 2 years of experience related to network security
- At least 5 years of experience defining, implementing, and refining processes to optimize operation of technology solutions
- At least 5 years of experience analyzing requirements for large-scale ($100M+) development contracts
- Experience with deployment, management, and security of tools and solutions in both Windows and Linux environments
- Demonstrated ability to effectively staff, retain, manage, and mentor teams and individuals to achieve program objectives
