The ideal candidate will come to Benton County Fire District #1 as an experienced Financial Manager with a deep understanding of government financials, financial reporting and auditing. The Finance Manager will be responsible for ensuring financial health and sustainability of the District.

The position receives paid holidays, vacation, and sick leave. Eligibility requirements apply and will be explained upon hiring.
This is a full-time, non-exempt position with a salary range of $39.93-$46.12 per hour DOE. It is an on-site position in Kennewick, WA. Work hours are 8am-5pm Monday-Friday.

The ideal candidate will come to Benton County Fire District #1 as an experienced Financial Manager with a deep understanding of government financials, financial reporting and auditing. The Finance Manager will be responsible for ensuring financial health and sustainability of the District.
Responsibilities will include but are not limited to:
Financial Planning, Accounting and Budgeting
- Enter the annual budget into fire district accounting software and monitor the District's annual operating and capital budgets.
- Ensure compliance with Washington State BARS (Budgeting, Accounting, and Reporting System) principles, Generally Accepted Accounting Principles (GAAP), and government accounting standards.
- May assist in preparing and presenting financial reports to the Board of Fire Commissioners, Fire Chief, and other stakeholders.
- Advise the Fire Chief and District leadership on financial trends, risks, and opportunities.
- Oversee day-to-day financial operations, including general ledger management, accounts payable, accounts receivable, payroll processing, and reconciliations, following cash basis accounting principles.
- Prepare for and coordinate external audits; ensure compliance with all regulations and timely submission of financial reports.
- Monitor revenues from ambulance billing and other sources, ensuring accurate and timely reporting of general receipts to the Benton County Treasurer's Office.
Procurement and Contract Management - Work with Logistics position and the contracted finance company to ensure all purchases and contracts follow government procurement policies, local laws, and District guidelines.
- Maintain accurate records of all vendor and supplier transactions.
Cash Flow and Investment Management
- Monitor the District's cash flow and manage short-term and long-term investments to maximize returns while ensuring sufficient liquidity for operational needs.
- Manage debt obligations and develop strategies to reduce liabilities when appropriate.
Payroll and Benefits Administration
- Oversee payroll processing, ensuring accuracy in timekeeping, benefits administration, and compliance with all applicable labor laws and Collective Bargaining Agreement (CBA) and Non-Affiliated Employee Handbook.
- Manage employee benefits programs and ensure compliance with regulatory reporting requirements.
- Coordinate with contracted provider for human resource guidance.
- Ensure annual compliance with labor laws, regulations, and postings in all facilities.
Grants and Revenue Management
- Be familiar with grant funding opportunities; ensure compliance with grant reporting requirements.
Required Experience:
- 5+ years of experience in finance, accounting, or a related field, preferably within a public sector or government organization.
- 5 years of experience in management
- Knowledge of payroll processing
- Strong experience in cash basis accounting and GAAP.
- Familiarity with budgeting, forecasting, financial analysis, and reporting techniques.
- Proficiency in financial software systems (Springbrook and Bias experience are a plus) and Microsoft Office Suite, especially Excel and Outlook.
- Excellent analytical, organizational, and communication skills.
- Ability to work independently and collaboratively, with strong problem-solving capabilities.
- High attention to detail and commitment to accuracy.
Additional Requirements:
- Must possess a valid Washington State driver's license.
- Must be able to satisfactorily complete a drug test and background check.
