MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Operations Management, Safety, Transportation or Business or related discipline
  • In lieu of Bachelor's degree, a high school diploma or GED and three (3) years' experience or Associates degree and two (2) years' experience in High Reliability Operations will be considered in addition to the number of years of experience reference below

Experience
  • Minimum four (4) years of overall career experience, with minimum two (2) years of that experience specific to supporting high reliability operations

Certification/Licensure
  • N/A

Preferred
  • Advanced knowledge and experience with the requirements of 49 CFR Part 217 Railroad Operating Rules is preferred

SUMMARY

The Operating Practices Specialist-Operating Rules is an essential role in the Operating Practices team supporting the Safety Department. Reporting to the Director of Operating Practices, the incumbent is regarded as a subject matter expert, experienced in supporting high reliability operations. This experience includes developing and working with content in areas such as rules committees; writing and revising operating rules, processes, and procedures; issuing General Orders and Operating Practices Advisories; and establishing requirements for efficiency and operational testing programs. Additionally, experience in areas such as developing, implementing, and overseeing compliance with Blue Signal Protection manuals and control of hazardous energy procedures is preferred. The Operating Practices Specialist is an effective problem solver that is capable of rendering rule interpretations, clarifying areas of ambiguity; and benchmarking based on previous experience and industry best practices.

ESSENTIAL FUNCTIONS
  • Performs the review, edit, and re-write of content such as rules, processes, and associated procedures, especially related to Operating Rules.
  • Prepares and issues documentation such as General Orders, Operating Practices Advisories, and regularly maintains assigned content from Metro's Safety Rules and Procedures Handbook.
  • Subject matter expertise in areas such as operating rules and practices including the development of rulebooks and operating manuals
  • Knowledge of regulatory requirements such as the FRA regulations for Operating Practices and Workplace Safety Programs

SKILLS
  • Skilled in areas such as technical writing, reviewing, editing, and revising to create end-user friendly rules, standards, processes, and procedures
  • Working skillset using the Microsoft Office suite of tools such as Word, Excel, and PowerPoint

ABILITIES
  • Ability to work as an experienced professional that independently organizes and completes assignments with minimum direction and oversight
  • Skilled in communicating both verbally and in writing to provide leadership with presentation and reports
