General Summary

The Program Manager is responsible for oversight of strategic ongoing projects and sub-projects corporatewide. This position works collaboratively with all functional organizations at Rise to ensure the success of programs using risk and opportunity management framework in guiding decisions to meet program objectives. The person in this role is the primary program leader for all activities and is responsible for monitoring cost, managing schedules, and adhering to technical performance requirements of each program.

Essential Duties/Responsibilities
  • Establishes baselines from integrated master plans and resource schedules to task the working team, measuring program performance, and monitoring progress.
  • Develops strategies, tactics, program controls, and operating plans for projects aligned with the enterprise programs.
  • Identifies potential risks involved in a project and develops plans to mitigate risk where possible.
  • Maximizes ROI and ensures programs align with strategic business objectives while working with stakeholders to define goals and objectives of the projects.
  • Defines the key performance indicators (KPIs) and objectives and key results (OKRs) to measure the program success against goals.
  • Serves as the primary liaison to a dedicated business unit to execute programs cross-functionally.
  • Establishes standard processes and procedures for consistency across the portfolio of programs.
  • Communicates with internal and external stakeholders to gather input about their needs and provide status updates on projects.
  • Develops project management methodology and tools that can be used across multiple projects.
  • Ensures people and teams are focused and collaborating across departments which are directly or indirectly impacted by the project.
  • Leads a variety of workstreams driving execution of the program, including program rollout across various business and core functions of the enterprise.
  • Drives ownership and accountability for data across defined enterprise data domains. May collect and analyze data with the operational teams.
  • Evaluates program effectiveness against key performance metrics by collecting and analyzing data.
  • Identifies and resolves risks that impact project completion and ensures goals are met.
  • Produces accurate and timely reporting of program status to senior management and other applicable stakeholders throughout project life cycles.
  • Coordinates, facilitates, and tracks the work of project staff to ensure that work is completed in accordance with established standards and specifications.
  • Provides work direction and feedback to team members and assists them in issue resolution.
  • Develops team behaviors and empowers team members to plan and execute work.
  • Follows, supports, and enforces all Company standard procedures, policies and safety practices in the course of performing work activities.
  • Works on regularly scheduled days as well as unscheduled days and/or beyond regular work hours due to operational demands, as needed.
  • Performs other duties as assigned.

Job Requirements
  • Bachelor's degree in business, business administration, management, engineering, or job-related discipline and ten or more years of experience as a business analyst, project manager, program manager, or job-related role; or equivalent combination of education and experience. Master of Business Administration preferred.
  • Project Management certification preferred.
  • Experience in Telecommunications industry preferred. Experience with Telecommunication Field or Dispatch Experience is a plus.
  • Ability to independently manage complex, high-visibility projects. Demonstrated ability to understand project interdependencies and impacts.
  • A high level of analysis and problem-solving skills.
  • Familiarity working with senior leadership.
  • Experience managing and motivating staff in a matrix environment to collaborate and produce results in a timely manner. Must have excellent leadership skills.
  • Exceptional oral and written communication, interpersonal and presentation skills.
  • Excellent knowledge of project management and change management principles, budgeting and resource allocation processes.
  • Excellent judgment, problem-solving and analytical skills.
  • Ability to manage multiple efforts concurrently ensuring relevant milestones, deadlines, standards, process and regulations are upheld.
  • Strong proficiency with all MS Office programs.
  • Willingness to travel as needed/required.

Working Conditions
  • Employee remains in the sitting position for prolonged hours. Employee is occasionally required to stand, walk, use hands to handle or feel objects, tools or controls; reach with hands and arms; talk and hear. Employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
  • Working conditions may include being in an open (shared) cubicle/workspace area.
