POSITION DESCRIPTION SUMMARY

KKCS seeks an experienced full-time Project Controls Manager in Los Angeles, CA for Rail & Transit projects. The Project Controls Manager will lead project control efforts, including development of cost and schedule baselines, performance monitoring and variance analysis, budget/funds management, change control, document control and progress reporting. The Project Controls Manager will proactively engage the Project Manager regarding scope, schedule and cost status and will assist in the development of forecasts, corrective actions, and risk management. The Project Controls Manager is further responsible for establishing a procedural framework for progress measurement; preparing, reporting and reconciling variances; developing and/or enhancing project control procedures and tools; and assuring adherence to project control policies and procedures. The successful candidate must be able to work collaboratively with the project team and coordinate solutions. The position is onsite in Los Angeles, CA.

ESSENTIAL JOB FUNCTIONS
  • Leads the Project Controls effort on projects of varying size and complexity including supervising project control staff and providing technical guidance.
  • Develops and executes policies and procedures for scope, cost, and schedule control and analysis.
  • Leads the development of the Work Breakdown Structure and development of major project milestones.
  • Prepares scope, schedule, cost reports and presentations for management meetings and for key project stakeholders.
  • Participates in reviewing the contractor pay application and ensuring consistency with the schedule update and other progress documents.
  • Coordinates cost recording, monitoring and reporting practices for compliance with applicable standards for accuracy and consistency.
  • Coordinates schedule development, maintenance and monitoring activities including resource loading and leveling.
  • Develops creative reporting tools to communicate complex project sequencing and/or progress assessments, including progress reporting documents and briefing materials.
  • Promptly reports schedule and cost variances against plan.
  • Participates in discussions with designers, contractors and other third-party entities to resolve project issues collaboratively.
  • Establishes schedule and budget baselines from a risk-informed perspective that are reasonable and achievable.
  • Provides estimating support for establishing budgets, change order negotiations and claim reviews.
  • Maintains the budget, actual cost and forecast-to-complete cost information.
  • Develops, maintains and updates the document control policies and procedures, if required.
  • Prepares project control information necessary for the monthly, quarterly and annual reports.
  • Maintains the program-wide master schedule, if required.

QUALIFICATIONS AND SKILLS

Required Experience & Education
  • Bachelor's degree in construction management or a related field is required; a master's degree preferred
  • Ten (10) years of project controls experience OR five (5) years supplemented with a master's degree in construction management; AND at least three (3) years' experience supporting multi-million dollar engineering and/or construction projects.
  • Demonstrated project controls experience managing the design and construction of large-scale, complex projects including developing and managing a progress reporting methodology for a complicated design effort.
  • Experience on transit projects is required.
  • Must present a can-do spirit within the controls team inspiring them to produce consistently accurate results at a fast pace.
  • Strong ability to recognize ways to contribute to a culture of leadership; seeks to go beyond the status quo and strives for continuing improvement.
  • Excellent analytical and writing skills are a must.
  • Demonstrated ability to understand a demanding, technical and complicated construction program; ability to communicate progress and issues to a technical and management-level audience
  • Must be proactive, self-motivated, results-oriented with the willingness and capability to assume additional responsibilities.
  • Proficient in industry software, such as Primavera and Contract Manager
  • Effective oral and written communication skills
  • Must be detail-oriented, highly organized and able to produce accurate and timely results while maintaining a customer-service attitude


Preferred Education & Experience
  • Experience with multiple project deliveries including Design-Bid-Build, Design-Build, and Construction Manager-At-Risk is desirable.
  • Experience with Primavera Project Planner Version 12.0 or higher preferred.
