Reporting to the Director, Distribution Engineering, this position is responsible for managing several distribution program briefs. This position will manage the following Brief Utility Transformation or BTU programs: PBUT5, PBUT30. The Program Manager oversees and manages the Program Briefs, including but not limited to regulatory reporting, program brief updates, leading tasks whose ownership and primary responsibilities are outside of Distribution Engineering, financial reporting. The Program Manager will have overall ownership and responsibility of ensuring LUMA's compliance with the assigned Program Briefs System Remediation Plan activities.

Job Description:
- Management of assigned Program Briefs activities, including but not limited to Engineering related activities.
- Ensuring all processes and regulatory documentation associated with the Program Briefs are kept up to date and are vigorously followed.
- Developing metrics and benchmarks to track progress, timely execution of Program Briefs activities.
- Conduct lifecycle cost reduction studies/proposals, from a financial perspective to confirm benefits, value-based spending and the effectiveness of the program.
- Conducts labor usage analysis to highlight areas for potential efficiency gains and to identify areas of deficiency that will require additional resources.
- Manages Program Briefs yearly forecasting, tracking, reporting and ensuring program is completed as planned.
- Participates in financial planning through forecasting, budget and variance analysis.
- Supports regulatory compliance processes, ensuring that the assigned Program Briefs are compliant with the company standards and regulatory requirements.
- Support Engineering Managers and Supervisors with forecasts for materials and materials readiness for the assigned Program Briefs.
- Work with other Engineering areas to identify and resolve potential impact and overlap of the streetlight program with other programs.
- Oversee and manage Program Brief data reports and ensure accurate and clear report of data.
- Strong technical knowledge in Engineering, preferred in the T&D Electrical System.
- Strong business knowledge in the utility & regulated environment
- Perform major storm restoration work and associated drills as assigned.

Additional Job Description:
Education and experience:
- Bachelor's degree in project management, Business, Finance, or a Bachelor of Science degree in Engineering from an accredited college or university.
- Eight (8) years or more of relevant project management or engineering (preferred in the electric utility) or related experience or an equivalent combination of education and experience is required.
- Previous experience working on the electric utility distribution projects is preferred.
- Demonstrated proficiency and experience managing large, complex projects using project management techniques including: Planning and Control (work breakdown structures, critical path analysis, scope control techniques), Issue and Risk Management (identification, assessment and management of project risks including contingency plans), Project Management Tools (methods and techniques for planning, scheduling, resource balancing, monitoring cost), Business Case Development (cost/benefit evaluations including net present value analysis), Progress Reporting (cost/schedule curves, project status report, earned value analysis).
- Proven leadership skills & ability to nurture/coach professionals & field employees.
- Strong business knowledge in the utility & regulated environment.
- Proven ability to manage and resolve conflict.
- Strong interpersonal and relationship development skills.
- Strong verbal and written communication skills.
- Strong technical knowledge in Engineering, preferred in the T&D Electrical System.
Licenses/Certifications:
- Valid Driver's License.
- Project Management Professional (PMP or PgMP) license, training and experience is preferred.
- Professional Engineer (PE) License, issued by the Puerto Rico Board of Examiners for Engineers, Architects, Surveyors and Landscape Architects is preferred.
