Director IV -This position is based in Austin, Texas, and reports to the Health and Human Services (HHS) Associate Commissioner, System Facilities. The Deputy Associate Commissioner of Facilities manages and directs facility, security, and administrative operations for over 400 offices across the state. Supervises eleven Regional Directors providing guidance and strategic oversight over the management and delivery of support services.

The Deputy Associate Commissioner is responsible for managing and directing complex support services, which include facilities management and security, space management, regional administration services, contract management, regional warehouse services and support to regional disaster response. This position provides executive level reporting, manages a multi-million-dollar budget, sets goals and objectives for support services, and ensures that resources are appropriately acquired and effectively utilized in compliance with regulations and policies. Coordinates the delivery of support services to multiple agencies and programs in partnership with the Texas Facilities Commission, building lessors, and service contractors.

Key responsibilities include developing and implementing strategic plans, policies, and procedures, as well as evaluating the performance of support services. The position requires close coordination, cooperation and communication with agency executives and managers. Work involves providing efficient and effective customer service. The role also involves interpreting federal and state laws and regulations, as well as departmental policies and rules related to service delivery. The Performs complex management activities. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment

Essential Job Functions:
Coordinates the delivery of support services for the HHS System, Texas Department of Family and Protective Services (DFPS), and Texas Civil Commitment Office (TCCO); develops, manages, and implements support services policies, and procedures.

Provides overall program vision, leadership, and strategic direction for achieving department goals and legislative mandates; directs the overall planning, coordination, implementation, and evaluation of regional support services to ensure timely and effective delivery of services as described in service level agreements.

Provides strategic planning, guidance, and direction for statewide facilities management, regional administration services, contract management, regional warehouse services and support to regional disaster response. Oversees building maintenance, remodeling and repair, space management, support contracts, and security for over 400 HHS facilities statewide.

Directs staff on special projects and initiatives. Facilitates meetings, delivers presentations, and produces high-quality written reports and briefings. Communicates effectively with a range of internal and external stakeholders to foster a culture of open communication, mutual respect, and shared goals.

Assesses regional workforce needs and develops strategies and plans to address them. Directs the development of the regional workforce with the appropriate knowledge, technical skills, and competencies. Oversees management and staff, including tasks such as hiring and selection, assigning work, performance evaluations, recommendation of personnel actions, disciplinary measures, and leave management.

Manages the regional facilities budget and provides input to the Legislative Appropriations Requests in conjunction with the Associate Commissioner; reviews and makes management decisions regarding budget and staff allocation for regional support services; advises on status and progress of support services programs; recommends methods for effective and efficient utilization of resources.

Registration or Licensure Requirements:
Valid Class C Driver's License

Initial Selection Criteria:
Graduation from an accredited four-year college or university with a degree in business, facilities management, or related degree. Experience may be substituted for education on a year-for-year basis up to four years.

Five years of full-time consultative, supervisory, managerial, or professional work which includes experience in a service delivery environment.

Experience managing building and facilities leasing, maintenance, repair, renovation, and remodeling for a large, multi-location organization.

Experience developing and managing large complex budgets.

State of Texas agency experience preferred.

Experience working with the State of Texas legislative process preferred.

This position responds to facility issues on a 24-hour basis and has disaster response and recovery responsibilities. Work hours may extend beyond normal business hours and include weekends.

This position offers occasional telework opportunities, evaluated on a case-by-case basis.
