JOB DESCRIPTION
The Chief Talent Officer (CTO) develops and leads recruitment and retention systems that ensure high-quality diverse classified and certified talent that will create positive momentum toward the district's mission and vision. Specifically, the CTO develops and implements systems to recruit, onboard, support, evaluate, recognize, and retain high-quality classified and certified staff and school leaders who uphold the values of Mason City Schools and work collaboratively to meet the needs of each and every student. The CTO is responsible for the systematic implementation of best-in-class evaluation systems for classified and certified staff that incorporate opportunities for growth-provoking feedback and professional development opportunities. The CTO is also responsible for overseeing the fidelity of all human resources compliance, legal obligations, and legislative implications. The CTO also plays a significant role in the recognition and celebration of staff.

ESSENTIAL PERFORMANCE RESPONSIBILITIESLeads the development and operation of best-in-class talent management systems and processes for the recruitment and retention of highly effective classified and certified staff and district leaders. Provides leadership and coaching to classified staff, teachers, and school leaders to build capacity to effectively utilize performance data to drive evaluation and staffing decisions. Ensures collaborative cross-functional relationships are in place to support successful implementation of talent management initiatives with critical partners, including our labor organizations, school leaders, higher education institutions, recruitment firms, and business partners. Establishes and maintains ongoing open lines of communication with the union leadership and support staff associations. Serves as a member of the Board's bargaining team with the role of providing staffing and contract related data and information. Also responsible for keeping documentation and organizing records for the administration bargaining leadership team. Development and implementation of efforts to align talent recruitment protocols that align with district values, mission and vision. Oversees the evaluation process, documentation, quality, deadlines, and compliance with principals, directors, and supervisors of all personnel. Ensures alignment across teacher, principal, and district personnel communication, documentation, and monitoring expectations. Develops a system of creative staff recognition and incentives that encourage world-class practices. Assists with ongoing staff recognition programming as well as organizing staff celebration ceremonies. Develops innovative best-in-practice compensation approaches that attract and retain top talent and rewards best-in-class practices. Develops and maintains accurate human resource data, documentation, and record-keeping systems for comprehensive, complete, and current personnel, applications, records, references, health examinations, and all employment compliance documentation. Maintains contact with college placement offices for recruitment visits and student teacher placements. Oversees a robust onboarding process and new employee baseline data collection that is comprehensive and ongoing, including mentorship opportunities and regular check-ins. Oversees a robust exit interview process and data collection that gives employees a chance to share insights and helpful information for improvement opportunities as well as reasons for pursuing other opportunities. Assists with formulating the program and activities for the summer academy for new onboarding new staff with a complete introduction to our values, mission, and vision. Supports the superintendent in overall administrative efforts; interprets ideas and decisions to staff and public; keeps informed of pertinent division developments and events and seeks counsel or decision as necessary. Establishes learning and experience levels of prospective employees prior to their placement on the salary schedule, and interprets this to the employees. Maintains accurate and current data on salaries, staff communication, practices, procedures, and evaluations. Maintains an annual updated compensation and benefits comparison with the local market and comparable districts in Ohio. Recruits and maintains updated, accurate lists of active substitute employees. Works in cooperation with principals, directors, and supervisors in the daily placement of all substitute employees on an as-needed basis. Determines and develops onboarding and ongoing professional development opportunities that incorporate the district values, mission, and vision for substitute employees and contracted personnel. Keeps the Superintendent informed of all important and urgent matters related to district employees. Keeps the Superintendent informed of current legal and legislative developments, and changes in state licensure/re-licensure for all staff. Works in cooperation and collaboration with the Local Professional Development Committee Specialist to maintain accurate staff records regarding re-licensure. Communicates and advertises teacher, administrative, and classified staff vacancies in a way that reaches the intended audience. Performs screening interviews with all applicants and checks references before sending candidates on to principals/directors for further interviews. Works in cooperation with the Treasurer regarding salary placement, benefits, and employee contracts. Works with Principals, Supervisors, Superintendent, and Treasurer on staffing projections and staffing needs based on accurate enrollment projections, class size, class load, and staffing projection data. Prepares staffing recommendations and executive summary data for Superintendent before each entrance interview (final step in the interview process). Prepares and maintains accurate data for the personnel section of the board agenda for all public board meetings. Prepares and amends, in accordance with the rules and regulations of the Mason Civil Service Commission and the Mason Board of Education, classification descriptions, classification titles, and identifies the necessary qualifications of the various classifications of positions with the school district. Interprets Board Policy and the contracts of the certificated and classified staff to the administration and other staff. Attends regular meetings of the Superintendent's staff and serves actively to improve communication, cooperation, and planning. Keeps applicants and employees apprised of important dates and deadlines for compliance with state and district requirements. Performs or assists with other duties as assigned by the Superintendent.
QUALIFICATIONSMaster's Degree in educational leadership or related field. At least five (5) years of successful administrative experience in education required. At least four (4) years of successful head building principal experience is strongly preferred. At least three (3) years of central office leadership experience preferred. Valid administrator's license issued by the Ohio Department of Education. Passion for ensuring that all students have access to high quality educational opportunities. Known as a lifelong learner open to creative ideas and able to follow through on big ideas. Knowledge of Ohio public school law, policies, and practices as related to Human Resources and comprehensive understanding of improvement and disciplinary procedures and policies. Must have the ability to travel to more than one work location in the course of a work day and be physically present at work and accessible to employees. Track record of good decision-making skills, good judgment; clearly aligned with what's best for the students, staff, and district Proven history of forming and maintaining great relationships with building leaders and staff Clear evidence of collaborating and aligning with the district administrative team Proven leadership skills with the ability to attract, develop, and inspire a high-performing team; exceptional ability to work across cross-functional teams and with District staff at all levels. Strong strategic thinking and planning skills, including the ability to translate strategic vision into actualized structures and processes and execute against goals. Strong understanding of and ability to execute organizational change management strategies. Proven ability to have hard conversations with care, compassion, courage, and clear communication that is anchored in the district's values, mission, and vision. Exceptional analytical data-driven problem-solving skills. Organized, detail-oriented, able to oversee all personnel compliance and legal requirements, and able to meet deadlines. Ability to juggle management of several projects in a fast-paced environment while maintaining quality and accuracy. Known for being professional, confidential, and proven leadership with the utmost integrity. Excellent written and verbal communication skills, including skills required to communicate diplomatically and persuasively to diverse stakeholders.
