The Chief of Behavioral Health Services is responsible for overseeing the delivery of behavioral health services to the income-qualified residents of South Dakota. These services are delivered through the Human Services Center, partnering agencies contract through Community Behavioral Health, to include justice involved services, as well as through the Office of Prevention services. This position will work closely with the Division Directors for Behavioral Health and the Human Services Center. This position is responsible for the successful administration and vigilant oversight of the services and programs delivered to South Dakotans through the Department and its partnering agencies.

  • Primary job duties and responsibilities include:
  • Provide executive-level leadership to set vision/direction, confirm proficiency in the delivery of services, and ensure accountability.
  • Provide direction and ensure the ongoing formation of Divisional Directors.
  • Ensure coordination between divisions relating to policy development, program focus and service delivery.
  • Develop policies and procedures that adhere to the department's strategic plan.
  • Establish, and maintain highly-collaborative networks and strategic relationships among providers external stakeholders; to include both public and private sector.
  • Serve on the DSS Executive and Management teams
  • Provide bill analysis, lobbying, and testimony during the Legislative Session.

The Ideal Candidate Will Have:

Advanced degree in behavioral health related field, or public management/administration and/or a related field. The ideal candidate will have experience managing personnel within a large organization whose deliverables include large-scale programs and/or the ongoing development of new programming. The ideal candidate will also possess excellent communication skills and demonstrate experience in establishing high functioning working relationships with both staff and external stakeholders.

Knowledge of:

  • business and management principles;
  • legislative process and State government policies;
  • leadership techniques;
  • the Behavioral health delivery service system of South Dakota;
  • hospital administration.

Skill to:

  • monitor and assess the performance of staff and make improvements as needed;
  • identify vulnerabilities in process and breakdowns in procedures;
  • develop and monitor programs as needed;
  • turn vision into reality;
  • establish and work towards high level goals;
  • deliver presentations effectively and in convincing fashion.

Ability to:

  • carry-out executive-level leadership within an agency that contains multiple divisions and a long list of priorities;
  • identify key policy decisions and support the department secretary in carrying out plans;
  • think critically;
  • implement and evaluate programs; and adjust as needed;
  • plan and delegate the work of others;
  • supervise the work of others;
  • developing services to ensure the needs of South Dakota are met at the level needed not just today but tomorrow, even before the need is realized;
  • coordinate work between departments/divisions aligned in mission to ensure authentic collaboration.
