Job Description
The Subject Matter Expert (SME) will provide technical, managerial, and scientific expertise in support of both new and ongoing research and development (R&D) programs. The candidate must possess expert credentials or be recognized as an authority in their field and have the mature judgment necessary to advise senior government personnel. This role requires strong decision-making abilities, the capability to manage R&D programs, and expertise in advanced scientific or technological disciplines. The SME will provide independent technical assessments, recommendations to mitigate risk, and in-depth feedback on research and development proposals. Prior experience as a senior Systems Engineering and Technical Assistance (SETA) Contractor is highly desirable.

Job Responsibilities
- Provide expert technical advice in support of new and ongoing R&D programs, including participation in reviews, site visits, demonstrations, and other program events.
- Offer recommendations to mitigate technical risks and assess the potential impact of program failure.
- Conduct independent assessments of laboratory and other test results conducted by performers, ensuring program goals are met.
- Provide technical expertise to research, analyze, and summarize emerging technologies and associated policy issues.
- Offer subject matter expertise for scientific reviews, providing comprehensive feedback on the strengths and weaknesses of research proposals, including their objectives, methodologies, and technical approaches.
- Review R&D proposals and provide expert-level evaluation to ensure alignment with strategic goals and technical feasibility.
- Assist in managing R&D programs from inception to closeout, ensuring that all project phases are executed effectively.
- Demonstrate the ability to make independent decisions on complex R&D problems and methods.
- Plan, coordinate, and resolve key issues, leveraging advanced techniques, theories, and practices in scientific or technological disciplines.
- Provide senior-level advice to Government personnel on critical decisions and strategies to guide program success.
Job Requirements:
- PhD in Genetics, Molecular Medicine, or related scientific field.
- 7+ years of experience in technical, managerial, or scientific fields, with recognized authority in the domain.
- Experience in genetics or neuroscience, required.
- Background in Muscle biology, molecular or cell biology is highly preferred.
- Proven experience in managing R&D programs from initiation through to closeout.
- Demonstrated ability to apply advanced techniques and methodologies in resolving complex R&D problems.
- Strong oral and written communication skills, with the ability to convey complex technical concepts to senior government personnel.
- Experience in both basic and applied research, with a focus on innovation and scientific rigor.
- Prior experience as a senior Systems Engineering and Technical Assistance (SETA) Contractor is highly desirable.
- Ability to provide high-quality technical feedback and assessments during research reviews, site visits, and demonstrations.
- Experience analyzing emerging technologies and their policy implications.
Must-Have:
- Eligibility to obtain and maintain a Tier-2 Public Trust clearance.
- Experience coordinating and tracking program-related taskers and deadlines.
- Strong calendar management skills and proficiency in managing multiple priorities.
- Knowledge of federal documentation and reporting requirements.
