The System Analyst (Scientific) plays a pivotal role in managing and mitigating technical risks within the ARPA-H (Advanced Research Projects Agency for Health) programs. This position is responsible for reviewing, assessing, and providing recommendations to reduce technical risks at both the program and agency levels. The Advisor will track technical progress, ensure adherence to program goals, and provide executive-level risk visualization and management strategies. The role involves conducting detailed analyses, managing technical deliverables, and supporting the development of data-driven decision-making processes within the agency.

Job Responsibilities
- Review, assess, define, and provide recommendations to mitigate technical risks at the program level.
- Provide technical feedback on risk reduction activities, assessing their benefit, cost, and overall effectiveness.
- Assist with independent assessments of test results conducted by performers to determine risk or develop risk mitigation strategies.
- Develop and implement agency-wide risk management strategies that track and prioritize risks across ARPA-H business and program offices.
- Track the progress of ongoing efforts and deliverables, providing an accurate assessment of technical progress, issues, and program health to the Program Manager.
- Act as a liaison between Government agents, performers, and the technical community to ensure alignment with program goals.
- Prepare program management briefings, reports, and documentation describing technical approaches, organizational resources, and management controls to meet cost, performance, and schedule requirements.
- Track milestones, funding profiles, and deliverables for ongoing efforts, and review technical progress at program reviews.
- Assist with testing and demonstrations, working with performers, Government collaborators, and test locations to develop detailed test plans and safety requirements.
- Support test configuration implementation and ensure safety compliance during testing.
- Conduct quantitative analyses of technology/system mission requirements as they pertain to the potential insertion of advanced technologies.
- Evaluate alternatives, trade-offs, costs, benefits, and compatibility to ensure the integration of new technologies.
- Investigate system interoperability and reliability issues and assemble senior advisory panels to provide expert assessments on systems and technologies.
- Support business and program mission offices in identifying data assets, tools, and technologies to enable data-driven decision-making.
- Provide recommendations on data governance processes and procedures to harmonize data collection, storage, and use across the agency.
- Support the development of an agency-wide data strategy, ensuring advanced data analytics capabilities, including AI/ML, are applied.
- Provide rapid data analysis and visualization support to aid in strategic planning, program evaluation, stakeholder communication, and decision-making.
- Support agency-level program evaluation and reporting, ensuring compliance with Departmental and statutory requirements, including GPRAMA and other legislation.
- Assist with developing an agency-wide approach to evaluation and reporting across ARPA-H's business and program mission offices.
Job Requirements:
- Ph.D. in Biology or related Scientific field.
- 11+ years of experience in technical advisory or program management roles within a federal or scientific environment.
- Experience with healthcare strategy and policy required.
- Demonstrated expertise in technical risk management, quantitative analysis, and technology assessments.
- Strong understanding of federal regulations related to data governance, risk management, and program evaluation.
- Experience with advanced data analytics and visualization tools (e.g., AI/ML).
- Exceptional written and verbal communication skills, with the ability to prepare technical briefings and reports.
- Proven ability to collaborate with senior advisory panels, Government agents, and technical communities.
Must-Have:
- Ability to obtain a Public Trust Clearance.
- Expertise in risk management strategies and technical program evaluation.
- Experience working with Government clients identifying emerging technology trends required.
- Experience with federal data governance processes and program performance reporting.
- Proficiency in using advanced data analytics tools to support decision-making.
- Knowledge of federal program evaluation requirements, including GPRAMA (Government Performance and Results Act Modernization Act of 2010.
