Where We're Located: This position is located at the Bureau of Laboratory Services situated on Madison's southeast side. We are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.

Position Summary
This position serves as a key policy advisor and is responsible for the formulation, determination, and implementation of management policy as it relates to the laboratory's Quality System (QS). Specific responsibilities include but are not limited to; formulation of and implementation of rules, policies, and procedures; management of the laboratory's quality system accreditation process (e.g., ISO, etc.); and implementation of industry required system audits and training. This position addresses complex quality issues such as corrective action, proficiency program maintenance, as well as quality control aspects related to testing such as control ranges and trending analysis. It has responsibilities related to training, accreditation, proficiency testing and instrumentation. Additionally, this position will be an Administrator of the Laboratory Information System (LIMS), taking an active part in system upgrades, routine maintenance, implementation of quality system aspects and integration with other related software.
This position is responsible for administering a system of objective and subjective measures to evaluate the impact and effectiveness of Bureau programs and activities and to document their performance over time.
This position also serves as a project manager for large-scale laboratory projects assigned by the Director; this includes but is not limited to evaluation of current technology systems (e.g., Laboratory Information Management System - LIMS; electronic Quality Management/Reporting Systems, etc.). Projects will vary in scale in terms of performing needs assessment, cost-benefit analyses, and making recommendations to the management team.

Salary Information
The classification for this position is Program and Policy Chief which is in schedule-range 81-02 with starting pay will be between $45.00-50.00 per hour based on qualifications. This position is not represented by a collective bargaining unit. A 24-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan.

Qualifications
Minimally qualified candidates will have each of the following:
- Education and/or experience with ISO 17025 accreditation requirements, experience performing or overseeing internal or external audits and compliance activities
- In lieu of no education or experience with ISO 17025,education and/or experience with at least two of the following federal statutory and regulatory requirements for laboratories: USDA, NELAC, FSIS, ILAC, APHL, etc. would be acceptable
- Experience performing audits of testing units or paperwork
- Experience working with corrective action/preventative action (CAPA), document control, and writing of SOP's
- Experience using a Laboratory Information Management System (LIMS)
- Experience leading a team in quality assurance, quality control, and/or quality systems related work experience in an ISO accredited lab or in a comparable setting and accreditation. (e.g., ISO 17025, USDA, NELAC, FSIS, ILAC, APHL etc.)
- Experience and/or education with statistical parameters and their relationship to laboratory analyses. Experience may include: control limits (e.g., defining as well as application or use of) and statistical analysis work such as trending/forecasting, statistical reports on program activity, validation, etc. This may be obtained through work experience, education/coursework, training, etc.
- Experience with laboratory technology, such as a data management system to evaluate and/or manage lab or manufacturing operations. (e.g., process flow, compliance, testing control ranges, trending, lean initiatives, inventory, results, etc.)
