Position Summary
The Lockwood Group has an opening for a Budget Analyst to support our Army customer at Aberdeen Proving Ground, MD.

This individual will provide program management and acquisition support for Project Manager Tactical Network, Business Management Division (BMD), an ACAT-1D DoD program. Candidate will monitor and participate in the control and responsibility for the presentation and execution of Project Manager (PM) Programs. Candidate will be responsible for formulation, presentation, and execution of annual operating budget. The candidate will also formulate annual and multi-year budget estimates and maintain operating budgets. Candidate will compile narrative and statistical material and prepare exhibits and related background information for Program briefings. Candidate will prepare documents needed to process budget estimates. Candidate will monitor the execution of the approved operating budget to assure funds are properly allocated and are being obligated and spent in a timely and effective manner. Candidate will exercise budget controls through review and approval of the obligation and expenditure of funds to include payment of personnel salaries, travel, and expenses. Candidate Reconciles Unliquidated Obligations (ULO), Negative Unliquidated Obligations (NULO), Unmatched Disbursements (UMDs) with an emphasis on canceling year-funds and fully obligating expiring funds. Candidate will prepare and process reimbursable and direct-cite Military Interdepartmental Purchase Requests (MIPR), Procurement Work Directives (PWDs), and Direct Charges for PM TN programs.

Essential Duties and Responsibilities:
  • Preparation of documents needed to process budget estimates, requests for supplemental appropriations, requests for reprogramming apportionments, and allotments from higher headquarters needed to finance new programs or program changes brought about by legislative action
  • Planning, establishment, monitoring and participation in the control and responsibility for the formulation, presentation, and execution involving life cycle program plans, assigned systems and equipment
  • Formulating, presenting and executing annual operating budgets
  • Exercising control and surveillance over funding matters to assure successful attainment of project objectives
  • Formulating annual and multi-year budget estimates
  • Compiling narrative and statistical material and prepares related background information for program briefings
  • Performs an in-depth analysis of budget requests, considers unforeseen factors in development and production, shifts in project direction and emphasis and/or requests not included in planned programs and explores alternative sources of funding
  • Developing justification and impact statements and compiles data to be used for forecasting obligations
  • Monitoring the execution of the approved operating budget to assure funds are properly allocated and are being obligated and spent
  • Recommending adjustment within budget line items in response to changes in programs, staffing levels and/or funds availability
  • Exercising budget controls through review and approval of the obligation and expenditure of funds to include payment of personnel salaries, travel, and expenses
  • Forecasting and executing the prior, current, and budget year programs
  • Developing formulating, and preparing required data and assorted narrative justifications for long-range budget exercises

Qualifications:
  • Experience or familiarity with DoD Program Acquisition
  • Experience in utilization of General Fund Enterprise Business Systems (GFEBS)
  • Ability to work both independently and as part of a team
  • Experience with Microsoft Office, including Excel, Word, and PowerPoint.
  • Experience with SharePoint
  • Excellent communication skills and strong organizational skills.
  • Security Clearance: Secret

Salary:
  • 90k - 120k
