Summary
This position is responsible for management of all behavioral health services (except psychiatry) delivered in the Village Health Center (VHC). This includes management of staff, clinical operations, and financial performance. The Director of Behavioral Health recruits, hires, and manages a team of behavioral health clinicians, including licensed and license-eligible mental health clinicians and registered/certified alcohol and other drug (AOD) Counselors. This role directly oversees the Managers of AOD Counselors and Manager of BH Clinicians. As a clinician leader, this position provides direct services to clients of the Village Health Center (VHC) within the scope of their training and approved privileges, as well as administrative oversight of the behavioral health department. The Director of Behavioral Health plays a critical role in behavioral health service integration, quality assurance, and improvement activities.

Essential Functions
- Provides clinical oversight and supervision of all behavioral health services (except psychiatry) within a Federally Qualified Health Center serving patients who identify as homeless or at-risk of homelessness.
- Provides support to plan, staff, budget and manages expenses for a department. Reviews, analyses, and acts upon all behavioral health financial budgets/reports and operational reports.
- Recruits, screens, interviews, recommends, and approves management and non-management candidates for hire; conducts training; assigns tasks and monitors work performance; writes and delivers performance appraisals; recommends salary actions; recommends and administers disciplinary action; recommends and approves termination of employees and engages and retains a high-performing, accountable workforce.
- Provides direct behavioral health services to clients and maintains timely and accurate records in the electronic health record system.
- Collaborates with health center leadership team to identify department-wide and clinically-focused strategic goals. Serves as a lead for behavioral health integration in the VHC and larger organization.
- Collaboratively responsible for - with support from grants, compliance and fiscal teams - the creation, editing, and submission of all required/mandated behavioral health grant applications, licensing, fiscal, State, and Federal reports.
- Effectively communicates and collaborates with clients, other health professionals, clinical staff, and colleagues.
- Ensures compliance to federal, state, and local law, regulations, and standards for behavioral health services. Keeps abreast of industry standards and best practices, engages in community resources and affiliations.
- Creates, edits, and maintains policies, procedures, and protocols for behavioral health services. Provides trainings and support to the Behavioral Health team, VHC team and larger Father Joe's Villages (FJV) team on topics related to mental health, substance use disorders, including evidence-based practices, signs/symptoms, and other topics impacting individuals and families experiencing homelessness.
- Reviews communications on multiple platforms; checking each at least once per working day.
- Participates in meetings, presentations, workgroups and/or learning collaboratives, as assigned.
- Complies with all of the terms and provisions of law and ethical standards relating to the practice of counseling.
- Devotes a sufficient amount of time each year to self-study, conferences and obtaining other adequate continuing education (CE) to maintain license to practice in the State of California. Certification to provide clinical supervision, preferred.
- Completes and maintains privileging and credentialing in the Health Center.
- Assures on-time completion of assigned training and policies.
- Maintains a professional demeanor at all times at work.
- Performs all other duties as assigned.
Qualifications
- Licensed Clinical Social Worker, Psychologist, or Licensed Professional Counselor with a California license in good standing.
- At least 5 years of clinical work experience including treatment of individuals with substance use disorders and/or severe mental illness.
- At least 3 years of leadership experience to include recruitment, training, performance management, counseling and retaining an engaged and accountable workforce
- Intermediate user of MS Office
- Participate in an annual Tuberculosis screening and/or other screenings when necessary. Reasonable accommodations may be granted where appropriate.
