The Financial Services Division within the Department of Ecology is looking to fill an Agency Budget Director (WMS Band 3) position. This position is locatedin our Headquarters Office inUpon hire, you must live within a commutable distance from the duty station.

The Agency Budget Director reports to the Chief Financial Officer (CFO), who reports to the Ecology Director. The Agency Budget Director is the lead budget operations manager for Ecology, and key budget operations advisor to the CFO, Deputy Director, and Director. The scope of this position encompasses the entire agency and significantly influences all aspects of the agency's biennial budget and programs.
In this role, you will manage the Central Budget Office (CBO) and leads and mentors the agency's Environmental Program Budget Managers. You will control the budget processes, systems, and allocations for all agency revenues, funds, and FTEs. You will represent Ecology on agency budget operations, fiscal notes, and fund and cash management with the Office of Financial Management (OFM) and the Legislature. The CBO provides direction, leadership, and oversight to all 12 programs at Ecology on all budget matters.

Duties

What makes this role unique?
In this role, you will be accountable for managing and administering agency-wide spending and revenue controls on the agency's multi-billion dollar biennial operating and capital budgets and 60 plus accounts; manage the Central Budget Office (CBO) and supervise the staff; manage the agency's use of the statewide budget systems and technical budget processes; manage and review all agency fiscal notes; and, provide guidance and direction to the 12 WMS 2 Program Budget Managers and the Executive Leaders in each of the programs.

You will be:

Directly accountable for managing and administering agency-wide spending and revenue controls on the agency's multi-billion dollar operating and capital budgets.
  • Fiscal Notes: Accurate and timely fiscal notes to establish useful estimates of expenditures and revenues for legislative decision-making.
  • Allotments: Complete and realistic allotments for budget monitoring and program management.
  • Monitoring and Evaluation: Effective monitoring of reports and review processes for responsible monitoring, evaluation, and problem identification and solution.
  • Fund Balance Sheets: Accurate fund balance sheets for responsible fund management.
  • Activity Recasts: Accurate recasts of the agency's operating budget to each program's activities.
  • Revenue Estimates: Accurate estimates for budget development and management and program planning.
  • Salary and Benefit Estimates: Accurate estimates for fund equity planning, administration funding, indirect rate calculation, and for use by the Governor for compensation, negotiation, and state budget development.


Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

Eight years of combined experience and/or education in the following:

Experience: Professional full-time operating and capital budget analysis and management; spending plans and controls; fiscal notes; revenue forecasting; and fund management.

Education: Professional education with major emphasis in business, public administration, or related field.

  • Washington State government budget management experience, including operating and capital budgeting, and two years of supervisory experience.
  • Knowledge: Advanced principles and technologies of state budget and accounting, business and environmental economics, finance, government operations, statistics; state and federal environmental laws, regulations, policies, management, strategic planning, departmental and statewide advanced budget development processes and procedures, federal and state laws, regulations, and policies.
