Administrative Duties
Actively supports and upholds the City's stated mission and values. Under direct supervision of the Real Estate Manager, employees of this classification assist with the management of all facets of real estate negotiation, acquisition, disposition, easements, rights of way, leases, property valuations, title research, rights of entry, site selection, and real estate mitigation.
This position is expected to utilize independent judgment, initiative, and make recommendations related to property acquisition, disposition and property management. The Assistant Real Estate Manager is required to understand and follow the Uniform Relocation Assistance and Real Property Acquisition Act for projects involving federal funding. Works directly with private property owners and various government agencies; Northern Arizona University, Arizona Department of Transportation, State Land Department, and the United States Forest Service regarding capital improvement projects, private development projects, property acquisition and disposition, rights of way, and easements.

- Strategic Planning: This job has partial responsibility for strategic planning including assisting with developing, implementing, and managing long-range and current goals for the Real Estate program.
- Policies/Procedures: This job has partial responsibility for policies and procedures for the Real Estate program, including researching, developing, implementing, interpreting, ensuring, and training other City staff.
- Compliance: This job has partial responsibility for ensuring compliance with federal, state, and local regulations in the management and acquisition of real estate, including following the Uniform Relocation Assistance and Real Property Acquisition Act for federally funded projects.
- Council Communications: This job has partial responsibility for Council communications in the area of real estate including making presentations and recommendations to Council and preparing staff summaries.
- Reporting: This job has partial responsibility for reporting to federal/state/local agencies, including ensuring accurate reports are completed and submitted in a timely manner.

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
- Provide excellent customer service to both internal and external customers.
- Work directly and collaboratively with City Divisions to accomplish goals that involve capital improvements projects such as development projects, open space management and acquisition, Flagstaff Urban Trails, and property management.
- Acts as an acquisition agent for the City of Flagstaff for real property, rights-of-way and easements.
- Act as the City liaison for capital improvement and land acquisition projects including but not limited to the United States Forest Service.
- Work with the Finance and Purchasing sections to monitor current leases and licenses.
- Work with the public regarding requests for rights-of-way and easement abandonments, leases, licenses, temporary use permits, special use permits, and property acquisition requests.
- Conduct valuation analysis for real property, rights-of-way, easements, and City-owned property.
- Research title records to determine property ownership and land use restrictions for City owned and privately-owned property.
- Manage commercial, residential, and vacant land licenses, leases, and temporary use permits.
- Manages multiple complex real estate projects involving Development Engineering, Utilities, Capital Improvements, and Public Works. Determine allocation of proceeds for leases of sale of property.
- Recommend lease or sales rates based on market studies or payoff amounts.
- Assist with negotiations and manage lease arrangements and terms.
- Prepare and recommend sales or lease rates, maintenance schedules, and provide due diligence through environmental studies, title reports, appraisals, or market studies.
- Assists with writing contracts.
- Assists with the determination of values in-house or by review of appraisal.
- Makes determination of real estate rights.
- Other duties as assigned.
Qualifications
MINIMUM REQUIREMENTS
- Bachelor's Degree in Real Estate, Planning, Geography, Engineering, Environmental Science, Public Administration, GIS or related major.
- 1-3 years of related experience in real estate including right- of-way, appraisals, titling, and mitigation.
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
- 3-5 years of experience in property acquisition and rights of way.
- 3-5 years of experience in property title matters.
- 3-5 years of experience in appraisal reviews.
- Knowledge and experience working in real estate law.
OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver's license.
- Regular attendance is an essential function of this job to ensure continuity.
