Work is performed in a standard office environment. Office is located in a two-story building without an elevator. Work is generally performed indoors in an air-conditioned facility but may also include limited exposure to outside weather conditions.
This is an exempt position; incumbent will be expected to work whatever hours are necessary to complete responsibilities.

Summary

Essential Functions
- Oversees all facets of payroll and certain accounts receivable activities within Finance.
- Oversees implementation of new payroll processes and procedures.
- Reviews special payroll and deduction codes in the Human Resources computer system and automated timesheet system.
- Prepares or reviews monthly, quarterly, and annual reports as needed for TMRS, IRS, Workers' Compensation, FICA, EEOC, Medicare, and Deferred Compensation.
- Monitors and reviews all payroll system computer reports to ensure that each payroll is accurate and complete.
- Assists with preparation of annual W-2s. Resolves all payroll problems and reconciles payroll accounts in the General Ledger.
- Prepares reports and schedules for the annual audit process.
- Oversees yearly audit for Workers' Compensation.
- Oversees the processing of insurance claims against the Town and claims against responsible parties.
- Works and coordinates with both internal and external parties to manage expectations, workflow and work processes related to risk management activities and safety programs.
- Supervises one Accountant.
- Trains and assists staff as appropriate.
- May be asked to perform additional job duties that are directly, indirectly or completely unrelated to normal job functions in the course of presenting certain Town special events.
- Performs related duties as required or assigned.
Minimum Qualifications
Education and Experience:
- Bachelor's degree in Accounting, Finance, or related field; AND
- Four (4) years of accounting experience, preferably in government accounting, which includes (1) year of supervisory responsibilities, OR
- An equivalent combination of education, training, and experience.
- Certified Payroll Professional (CPP), and/or Certified Government Finance Officer (CGFO) are preferred.
- Safe driving record and valid Texas Driver's License.
- Clear Criminal Background check and pre-employment drug screen.
- Knowledge of accounting theories, practices, and principles.
- Knowledge of automated accounting systems.
- Knowledge of applicable local, State, and Federal laws, codes, regulations, and ordinances.
- Knowledge of records management and maintenance practices and procedures.
- Skill in applying and maintaining internal controls.
- Skill in conducting research and preparing clear and concise reports.
- Skill in interpreting and applying government finance, wage and tax laws, and accounting industry standards and best practices.
- Skill in completing projects and assignments in a timely and efficient manner.
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively both verbally and in writing.
