General Definition of Work: The Special Education Supervisor must understand the laws and procedures regarding Special Education and is responsible for assisting in planning, developing, implementing, and monitoring the division's special education programs for students receiving PreK-12 services. Guidance and support is provided to special education teachers and coordinating special education support services, and related work as apparent or assigned. Determination of necessary services with the assistance of the IEP team and the FAPT (Family Assessment and Planning Team), be able to travel to regional private day schools and to residential programs. The position also participates in establishing treatment goals for students on an Individual Family Services Plan, monitor child and family progress toward treatment goals and recommend needed changes in level of care as a result of review of progress. Supervision is exercised over assigned department personnel. Work is performed under the supervision of the Administrator of Student Services.
Qualifications: Master's Degree in Special Education and certification in Special Education; Administration and Supervision Pre-K - 12 endorsement is strongly preferred; have a minimum of five years of successful classroom teaching experience as a "highly qualified" special education teacher.
Knowledge, Skills and Abilities: To perform this job successfully, and individual must be able to demonstrate broad knowledge of special education's state and federal laws and regulations; Demonstrate an advanced understanding of instructional strategies for students with disabilities; Have background knowledge of IEP Online, a product of PCG Education; Have experience in facilitating eligibility and IEP meetings; Demonstrate excellent oral and written communication skills and the ability to communicate effectively with a diverse group of colleagues, parents, families, and community members; Be committed to meeting the needs of a diverse student population; Have excellent time-management skills, attention to detail, and ability to work independently; Adhere to a high level of professional and ethical standards; Skill in the use of personal computers and related software packages, hardware and peripheral equipment; Possess the ability to communicate ideas effectively in both oral and written formats; Possess the ability to establish and maintain effective working relationships with associates, students and parents.

Education and Experience:

Special Requirements
Possession of appropriate license(s), certificate(s), and/or endorsement(s) for position as required by the Commonwealth of Virginia and School Board. Possession of an appropriate driver's license valid in the Commonwealth of Virginia and the ability to operate motor vehicles.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages as needed; may require ability to utilize principles of fractions and/or interpret graphs as needed. Functional Reasoning: Requires the ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work at the work site daily, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 25 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements: Some tasks require visual perception and discrimination; Hearing is required to perceive information at normal spoken word levels; Most tasks require oral communications ability. Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances. - Ensuring compliance with all local and Federal laws and regulation relating to students with IEPs/504 plans and students referred to special education.
- Ensuring appropriate delivery of both special education instruction and related services as stipulated on IEPs/504 plans.
- Working to maintain the school division's tracking and data system that includes: student information related to referrals for evaluation, IEPs, services, service hours, evaluations, timelines in which evaluations were completed, and discipline incidents.
- Communicating to parents and guardians the special education process including process for referrals, evaluations, annual IEPs/504 plans, and re-evaluations as well as parental rights granted by IDEA.
- Coordinating with student's special education teachers to ensure all documents are completed in a timely manner (according to state, local, and school policies and procedures)
- Providing training and technical assistance to case managers, teachers, related service providers and support service professionals on all aspects of case management: use of computer systems for the special education process, writing of goal writing, progress reports, annual reviews and parent communication.
- Ensuring IEPs are developmentally appropriate, curriculum/standards -based, strength based, and relevant to individual students.
- Serves as the LEA Representative for Eligibility Meetings.
- Coordinates meetings with specialists, department chairs, teachers, and administrators to disseminate information regarding current developments in the field
- Supervises the ordering, inventory and distribution of materials and equipment for assigned special education programs.
- Assists in curriculum development, implementation, and revision.
- Supervises and assists in evaluating the work of special education departmental personnel in assigned areas of responsibility.
- Creates and maintains a special education handbook/website.
- Overseeing / managing a caseload of special education students who have been placed in a private day setting through the Children's' Services Act (CSA)
- Coordinating with the homeschool when a student is ready to transition back to the public school setting
- Completing training for certification in Virginia's Child and Adolescent Needs and Strengths (CANS) assessment
- Monitoring Virginia Alternate Assessment Program (VAAP) administration of students at private day and in the public school setting
- Co-Coordinating with Virginia's Department of Aging and Rehabilitative Services (DARS), Wilson Workforce and Rehabilitation Center (WWRC), Postsecondary Education Rehabilitation Transition (PERT) Program, and other agencies for students' transitional services
- Collecting and compiling data for Indicator 13 and 14 for Virginia's Annual Special Education Report and also data collection for December 1st count and Exit Report
- Other duties as assigned.
