POSITION DESCRIPTION SUMMARY

KKCS seeks an experienced full-time Project Controls Manager for a Hybrid position in Los Angeles, CA (3 times a week at the project site & 2 days remote). The project is with The Los Angeles County Metropolitan Transportation Authority (LA Metro), which is leading the charge in transitioning its bus fleet to Zero Emission Buses (ZEB), one of the largest electric bus initiatives in the nation. This ambitious project will significantly reduce greenhouse gas emissions, improve air quality, and deliver high-quality transit services to Los Angeles County residents and visitors. KKCS is seeking an experienced Senior Scheduler (Project Controls & Risk Management) to play a critical role in ensuring the successful scheduling and risk management of this innovative program.

Key Responsibilities:

1. Manage PDB Preconstruction Services

- Participate in initial approach to cost meeting for Alternative Delivery Projects

- Review Contractor's Estimating Methodology Reports and Cost Model for Alternative Delivery Projects

- Review and analyze Contractor's Milestone Opinion of Probable Construction Cost

- Participate in reconciling Owner's ICE, Engineer's estimate, and Contractor's Opinion of Probable Construction Cost

- Review Contractor's Phase 1 and Phase 2 CPM schedule for Alternative Delivery Projects

- Participate in cost estimating working group meetings for Alternative Delivery Projects

- Participate in scheduling working group meetings for Alternative Delivery Projects

- Participate in risk working group meetings for Alternative Delivery Projects

2. Oversee Scheduling

- Support project management with Program scheduling deliverables based upon program management department policies and procedures

- Develop and maintain coordination/interface schedule with other projects through P6 & Excel.

- Attend construction coordination meeting and project interface meetings

- Identify key activities, milestones, constraints, and interfaces for coordination purposes

- Develop and maintain Project Master and Summary schedule.

- Assist in additional monitoring of project master schedule & critical path and assess schedule variances

- Update coordination/interface schedule on a regular basis to address issues and potential risks

- Analyzing and providing alternatives and expected outcomes to avoid potential Project schedule delays.

- Evaluate schedule trends and recommend mitigation measures to deliver projects on-time.

- Provide supporting Quarterly Status Project Reporting scheduling excerpts

- Update and maintain project schedule progress curve.

- Generate Project schedule What-If scenario schedules, fragnets and modeling displays via P6, Excel, Powerpoint

3. Oversee Cost Engineering

- Develop and maintain detailed and comprehensive budget/cash flow plans to address Life of Project budget.

- Preparation, coordination, and reviews of project cost forecasts with multiple levels of staff and management from various organizations, departments and agencies, as required.

- Evaluate, monitor, maintain project and contract commitments, expenditures, forecast, and budgets.

- Prepare summary trend forms for all contracts within the project.

- Assist in the maintenance and compilation of project financial records, reports, and analyses.

- Evaluate and assist with change modifications and amendments for impact on budget and/or forecast.

- Provide monthly/quarterly/yearly cost status and analysis reporting support.

- Provide actuals/budget variance analysis support.

- Provide the project stakeholders with various monthly/quarterly/yearly cost reports.

- Assist in the preparation of monthly and quarterly presentations.

- Assist in the preparation of Board Reports.

- Perform daily administrative duties related to the management of a construction project such as requisition processing, invoice processing, and analyses.

- Update Cost Engineering and Forecasting modules, database and its components in Primavera Unifier

4. Oversee Configuration Management

- Maintain and update Oracle Primavera Unifier.

- Document file structure and uniform naming of files as recommended.

- Coordinate with Metro's Configuration Management Manager to ensure consistency with Metro systems.

- Coordinating design reviews, submittal reviews, and document reviews.

- Coordinating and obtaining approvals.

- Preparing contract documents.

- Issuing status and tracking reports.

- Interfacing with the project team and third party agencies.

- Providing training and guidance in Document Control and Metro Procedures.

5. Support Cost Estimating

- Support cost estimation practices, standards, procedures and tools to support development of Metro's design and construction (capital cost) budgets and to support economic optimization of Metro's project designs.

- Support Independent Cost Estimates for professional services, construction, maintenance, and operations contracts, changes and claims.

- Support cost and price analyses of proposals from consultants and contractors.

- Support estimate process to establish project budgets for planning, construction and procurement, value engineering studies real estate and joint development purchase and exchange decisions.

- Support estimate process and economic analyses to support design optimization, constructability, and facilities project feasibility decisions.

- Support estimate review prepared by other consultants for planning and construction.

- Support estimate review to validate funding requests from other government agencies and third-party utilities.

- Support design and construction technical analyses and support to Metro Management Audit Services.

6. Support Risk Management

- Support risk register update on a regular basis

- Support risk assessment to prepare contingency

Qualifications:
  • Experience: Minimum of 15 years of relevant experience in project scheduling, project controls, and risk management within the transportation, transit, or infrastructure sectors.
  • Experience with bus emissions or electric bus programs is strongly preferred.
  • Software Proficiency: Expertise in Primavera P6, Microsoft Project, and Microsoft Office Suite (Excel, Word, PowerPoint). Experience with risk management software is a plus.
  • Certifications: PMP, PMI-SP, or AACE certifications are highly desirable.
  • Education: Bachelor's degree in Engineering, Construction Management, or a related field. A Master's degree or additional certifications in scheduling, project controls, or risk management is an asset.
  • Knowledge: Familiarity with Zero Emission Buses (ZEB) programs, infrastructure planning, and transportation-related environmental initiatives. Strong understanding of Earned Value Management (EVM), Critical Path Method (CPM), and Time Impact Analysis (TIA).


Key Skills:
  • Strong organizational and scheduling skills, with the ability to manage complex, multi-phased transit projects.
  • Excellent communication and stakeholder management abilities, capable of working across teams to coordinate efforts and drive project success.
  • Proven ability to identify schedule risks and provide actionable mitigation strategies to keep projects on track.
  • Understanding of federal funding programs and regulatory requirements, particularly those related to emissions reduction and electric vehicles.
