Position Summary

As the State Traffic Engineer-Traffic Engineering & Safety Section Chief for the Department in the Bureau of Traffic Operations, this position provides executive leadership managing and administering many of the Department's Traffic Engineering & Safety functions. This position actively participates in the Bureau of Traffic Operations management team. The position directs multiple statewide program areas including two work units to achieve the Bureau's mission to provide reliable, predictable and safe movement of people and freight across the state and Great Lakes regional network.

The section accomplishes its work with a combination of in house professional and technical staff and services provided by contractors and consultants. Activities require extensive communication within the Division, Department and outside the Department. The position provides direct supervision to two supervisors and a number of staff. This position also serves as a backup for the Director of the Bureau of Traffic Operations.

This position is part of the 24/7 DTSD Emergency Transportation Operations Program. This requires that the position may be required to on occasion, work outside normal business hours prior to, during and following major traffic incidents and severe weather events, e.g. flooding and major snow events.

This position has the authority to independently commit department resources to achieve established goals and objectives. The responsibilities of this position involve professional and technical judgment carrying significant consequence of error. This position requires a valid Wisconsin Professional Engineering Registration as defined in Chapter 443.01 Wis Stats.

The position requires a management level understanding of traffic engineering & safety, emergency transportation operations and programs, and traffic standards and specifications, including relevant federal and state regulations. The position requires development of comprehensive knowledge of department organization, processes and procedures; contract management; budgeting, and financial management, including federal grant funding to effectively work with the programs and coordinate with the responsibilities of the Traffic Systems and Management Section and other bureaus.

Salary Information

This position is in schedule-range 81-02 with an annual salary of $115,398-$118,643, plus excellent benefits. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

A Qualified candidate will have the following:

A valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state

In addition, qualified applicants will have experience in all of the following:
  • Experience working with transportation engineering principles, practices, programs, budgets and project management.
    • Duties may include: design, construction, planning development, traffic operations, and/or maintenance of transportation or similar systems.
  • Experience leading a team of professional staff
    • Roles may include acting in a formal supervisory role, leading a project team on a large scale, acting as a lead worker for a unit/area, etc.
    • Activities may include coaching, mentoring, reviewing/analyzing work, assigning workloads, directing work, assessing employee performance, motivating staff/team, facilitating discussions, etc.
  • Experience collaborating with a diverse group of partners, including external and internal parties.
    • Partners may include a division, bureau, partner agency, the public, etc.
