POSITION DEFINITION: The Business Development Specialist will have US Federal (specifically DoD) proposal experience. Key attributes include a thorough understanding of DoD proposal processes and compliance aspects. The Business Development Specialist accepts and responds to RFIs and RFPs, drafts/edits proposals, and supervises writing teams. Additionally, the Business Development Specialist provides scheduling for RFPs, ensures compliance with RFP requirements, develops annotated outlines, coordinates details of proposal volumes, and develops compelling proposals. The Business Development Specialist also supports cost/pricing activities, graphics development, rsum preparation for Key Personnel, and Past Performance write-ups.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Works with ASUS leadership on the proposal process making necessary tailoring with respect to the size and scope of the opportunity
Ensures proposal compliance with all RFP requirements in all proposal sections
Leads the preparation and delivery of proposal sections, plans, and specifications
Integrates the efforts of planning/engineering, proposal, and operations staff
Maintains open communication with Operations staff to ensure proposal language is relevant to current policies and procedures and representative of ASUS Operational Excellence
Prepares and maintains a master proposal schedule, tracking current/ projected submissions against it
Plans the proposal development and proposal support activities; including writer's package to proposal team members
Leads development of proposal outline, storyboards (if required), and content working through the Volume Leads
Supports proposal reviews, cost reviews, and transition planning
Ensures review and secures approval of all corporate commitment statements
Supports staffing estimates and Cost Model development for Government procurements, including UP procurements
Supports recapitalization pricing and development of system pricing
Supports the preparation and review of pricing for contract expansion and/or changes
Collects, documents, and curates Operations performance metrics
Other duties as assigned

MINIMUM POSITION QUALIFICATIONS:
Bachelor's degree in engineering, business administration, finance, accounting or closely related field from an accredited university
8 years' work experience, primarily focused on Business Development for large Government procurements (e.g., proposal strategy and content development; staffing estimates and cost support) between $10,000,000 and $1,000,000,000
Experience in government utility privatization, government contracts, privatization proposal development, government negotiation processes, operations startups, contract pricing preferred
Proficient in the use of computerized office equipment and programs
Knowledge of project management processes
Excellent communication (both oral and written) and analytical skills
Good to excellent presentation and leadership skills
Ability to work independently to resolve issues
Ability to research, interpret and compile analytical data
Ability to work within a team environment to achieve mutual goals
May include but not limited to standing, climbing, walking, lifting, bending, pulling and/or pushing, grasping, reaching, stooping and crouching, sitting, typing, walking, reading, writing, color determination, speaking and listening for extended periods of time.

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
