At the Tucson Development Center (TDC), the project manager works closely with both internal and external customers to streamline development and support efforts across our business units. Leveraging industry best practices and independent judgment, the project manager leads teams in creating and delivering top-tier customer solutions. Responsibilities include developing and maintaining project plans, financial documentation, and management review materials, while ensuring the timely execution of deliverables through effective coordination of designated engineering staff. This role requires collaboration within a Project Management Office Team and the direction of project teams to meet the needs of the business unit's development and support teams. The project manager will engage with a cross-functional team of business, engineering, IT stakeholders, management consultants, and vendor resources, overseeing all technical activities related to the implementation of company systems.

Key Responsibilities:

  • Lead multiple concurrent development and support projects, including customer interactions, requirements gathering, functional specification writing, resource estimation, scheduling, budget development, and program implementation.
  • Develop comprehensive project plans that align customer requirements with company goals and coordinate activities across various teams throughout all project phases.
  • Continuously monitor project progress, providing detailed reports on milestones and deliverables.
  • Communicate proactively to encourage collaboration, identify issues, and implement solutions for efficiency improvements.
  • Analyze project economics and provide actionable feedback on cost-benefit and ROI considerations.
  • Review and approve modifications to project plans in consultation with stakeholders.
  • Oversee the acquisition of necessary resources and materials, negotiating agreements with vendors.
  • Apply product development process discipline, including work breakdown structures (WBS), schedules, statements of work (SOW), risk management plans, and requirements traceability.
  • Document, distribute, and maintain Requirements Functional Specifications (RFS), including preliminary system architecture and conceptual design.
  • Develop Acceptance Test Procedures (ATP) and assist in their execution.
  • Manage customer input and feedback for projects, ensuring effective tracking and resolution of change requests.
  • Collaborate closely with the project management team and engineering department to optimize resource allocation for the department.
  • Act as the primary interface for program operations management regarding engineering resource requests.
  • Ensure project activities and decisions align with on-schedule, on-budget, and on-quality delivery, driving change and fostering Agile methodologies.
  • Demonstrate the ability to influence and drive change within the organization, with a strong commitment to continuous improvement.
  • Quickly build business knowledge and adapt to changes, developing an understanding of complex environments across the organization.
  • Anticipate future project needs by maintaining direct communication with customers and staying informed on industry trends.


Requirements

Requirements:

  • Knowledge and experience in systems engineering practices, requirements development, and management.
  • Expertise in digital technology and software systems implementation, including requirements gathering, analysis, and design.
  • Proven ability to manage product and software development projects to successful conclusions, meeting or exceeding expectations.
  • Proficiency in project management tools (e.g., Microsoft Project, Azure DevOps).
  • Strong skills in creating project documentation and concise report updates.
  • Expertise in scheduling tools for tracking budgets, resource assignments, timelines, and quality.
  • Ability to manage multiple priorities and problem-solve effectively.
  • Professional written and verbal communication skills for successful interactions with executives, senior management, and stakeholders.
  • Commitment to continuous improvement and familiarity with marketing or business development is a plus.

Qualifications:

  • Bachelor's degree in engineering, computer science, or a related field, or equivalent work experience.
  • PMP and/or Agile certification.
  • Strong leadership experience and teamwork skills.
  • Excellent critical thinking abilities.
  • At least three years of management experience in the Engineering/IT field, including development and customer interactions.
  • Five to eight years of project management experience in IT or technical product environments, including large projects and software/hardware implementations.
  • Experience delivering large technical transformation programs involving significant software and engineered product components.
