JOB TITLE: Director of Federal Programs and Testing

REPORTS TO: Chief Learning Officer or Superintendent Designee

JOB GOAL: To facilitate the development, implementation, management, and continuous review of District programs such as federal grants, testing, compliance, project applications/budgets, and accreditation as directed by the Assistant Superintendent of Instruction

MINIMUM QUALIFICATIONS:
  • Master's degree from a regionally accredited senior institution of higher education
  • Current Alabama certification in Educational Leadership
  • Minimum of three (3) years of successful experience as an administrator
  • Experienced in planning, supervising, and evaluating federal programs, instructional improvement efforts, and testing activities
  • Experienced in the implementation of effective instructional strategies to improve reading and mathematics achievement for struggling learners
  • Demonstrated success in managing responsibilities related to state and federal compliance issues
  • Knowledge of school district organization and administration, including law, school finance, curriculum and instruction, and student services
  • Ability to interpret communications from state and federal levels and share appropriate information with relevant personnel
  • Excellent organizational, time-management, communication, and problem-solving skills
  • Effective interpersonal skills, with an emphasis on communication and collaboration with a wide variety of people and groups, including peers, students, parents, employees, and community agencies
  • Ability to proficiently use current technology to communicate, manage, and submit data, correspondence, and/or financial information
  • Ability to establish credibility with a variety of constituents,
  • Excellent oral and written communication skills
  • Such alternatives to the above qualifications as state, federal, and local law and the Board may require

DUTIES AND RESPONSIBILITIES:
  • Demonstrates support for the school system and its vision, mission, goals, and priorities
  • Provides leadership and support in the continuous development and evaluation of district instructional improvement activities, testing, and state and federal programs as assigned
  • Coordinates the English as a Second Language Program
  • Serves as the Homeless Liaison
  • Recommends instructional resources and research-based strategies that will assist teachers assigned to federal programs in their instructional duties
  • Manages assigned program responsibilities to provide the maximum benefit to student learning
  • Coordinates professional learning opportunities for teachers and administrators in assigned programs through the development, implementation, and evaluation of a strategic professional development plan
  • Interprets all laws, policies, and regulations related to assigned instructional activities and pursues innovation and flexibility where necessary to provide the maximum benefit to student learning
  • Promotes practices that enhance parent and community involvement and participation in the schools, including, but not limited to, the organization and coordination of advisory committees for assigned instructional programs
  • Maintains a current understanding of best practices by staying current with developments and innovations in assigned areas of responsibility
  • Prepares and submits program applications, budgets, and compliance documentation for all assigned areas of responsibility in a timely manner
  • Assists principals as needed in the recruitment, interviewing, training, and evaluation of teachers assigned to federal programs
  • Coordinates the planning, implementation, and record-keeping for all District testing activities
  • Coordinates and shares applicable information related to assigned areas of responsibility with building and District administrators
  • Reviews and coordinates District practices and activities related to accreditation and state compliance monitoring and makes recommendations for improvements
  • Collaborates with building and District administrators to upgrade administrative policies and procedures for assigned areas of responsibility
  • Confers with administrators regarding the interpretation of test results, accreditation findings, designated program reviews, and compliance reports
  • Effectively handle sensitive, confidential personnel issues in a professional manner
  • Assists building and District administrators in solving problems related to assigned areas of responsibility
  • Adheres to local Board policies, administrative procedures, and other like directives, as well as state, federal, and local laws
  • Performs other job-related duties as assigned by Supervisor(s)
