Job Description

SUMMARY OF DUTIES AND RESPONSIBILITIES:
Monitor State and Federal rules, regulations, and legislation impacting supplemental funding streams and reimbursement policies.
Monitor and update supplemental funding revenue projections and prepare retroactive receivable estimates
Prepare analyses and supporting documentation for receipt of Medicaid supplemental funding payments
Lead efforts to complete all supplemental funding demonstrations and audit requirements
Lead efforts to assess impacts of various direct reimbursement models
Review and manage Rate Analysis including tracking any proposed State and federal changes
Liaise with Revenue Cycle and other Central Office Finance teams to communicate rate adjustments and technical requirements
Analyze fiscal impacts of various State and federal Medicare and Medicaid policies, regulations, legislation and other proposals.
Review innovative/waiver-based policy proposals advanced by the State and federal governments and lead efforts on modeling financial and programmatic impacts.
Coordinate State and Federal budget impact development with the External & Regulatory Affairs team
Develop and maintain standard cost and revenue analyses utilizing cost report and other data sources to inform the system's five-year financial plan in coordination with the Director of Fiscal Affairs, Budget/Reimbursement
Prepare summaries, presentations, and analyses for senior Finance and organizational leadership on major topics and issues in the portfolio
Analyze impacts of various operational proposals
Research Medicaid and Medicare statutes, regulations and policies
Assist the Capital and Debt Finance team with fiscal analysis or policy support, when needed
Assist in special projects as needed

Minimum Qualifications
1. Master's degree from an accredited college or university in Healthcare Administration, Health Care
Planning, Business Administration, Public Administration or a related discipline; and seven (7) years of
progressively responsible experience in health and medical service administration, public administration,
personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning,
liaison and inter-organizational relationships, or related administrative or managerial functions; or
2. Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and eight
(8) years of progressively responsible experience in areas, as listed in "1"; or
3. Satisfactory equivalent combination of education, training and/or experience. However, all candidates
must have a minimum of a Bachelor's degree in disciplines, as listed in "1" above.

Department Preferences
Eight years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance, or appropriate functional discipline with an emphasis on planning, liaison, and inter organizational relationships or related administrative or managerial functions including managing people and relationships.
Master's in Business Administration (MBA), Master's in Healthcare Administration (MHA), Master's in Public Administration, or a related field.
Knowledge of total accounting and financial management both in systems theory and practice.
Healthcare delivery system experience.
Working understanding of federal and state healthcare initiatives and regulations.
Budget development, financial modeling and projections, tracking and monitoring initiatives.
Advanced analytic capabilities.
Ability to work well under the pressure of deadlines and the stress of undertaking multiple projects at one time.
Ability to distill complex issues into simple, coherent ideas.
Strong organizational skills.
Excellent interpersonal skills, with proven ability to forge and deepen effective working relationships across a broad set of stakeholders.
Lead multiple projects with other Directors of Fiscal Affairs (and above) throughout Finance. Be responsible and accountable for these projects to senior leadership, including the System CFO and Vice President, Finance.
Represent the Vice President and Senior Director in high-level meetings with internal senior leaders and external stakeholders in a decisional capacity.
Represent the system at Board Meetings and in other critical settings.
Expected to have 1-2 direct reports.
