Summary:
This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a program. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope:
Having oversight of a specific area and establishing a course of action within limits of company practices and guidelines, the purpose of this position is to perform the essential job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. This position performs project management responsibilities in the role of Deputy Program Manager on a large , moderate- risk Operations and Management contract that includes construction projects and procurement activities and Central Plant operations. This leader develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the project management team.

Principal Job Duties & Responsibilities:
Responsible for the supervision and technical direction of 80 Fluor and subcontractor employees in the execution of the facilities management program statement of work at a secure US Government site. The site manager reports to the Enterprise Program manager and will have continuous interaction with the US Government.
Develops a complete understanding of the Fluor prime contract and relevant subcontracts
Ensures Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
Collaborates in the preparation of the project in accordance with the Fluor contractual obligations, Fluor's Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)
Act as the first line of contact to the Client Plant Manager by conducting interviews and maintaining close client relationships
Manage and execute maintenance, modification and outage activities in accordance with the requirements of the prime contract
Ensure maintenance planning and scheduling activities are fully integrated with plant And power operations
Verifies with the Program Director (PD) that project requirements for Baseline Centric Execution, safety, quality, cost, and productivity are met in all locations managed by Fluor where work is being performed
Supports the PD to deliver the project in accordance with the project execution and commercial baselines, overseeing and integrating the daily operations of the PMO (Program Management Office) staff and their deliverables
Collaborates with the PD in the establishment and definition of the program organization, defining the project staffing requirements, coordinating staffing with supporting organization managers
Establishes and maintains effective client relations that result in active cooperation, prompt payment, and stimulate the desire to award follow-on work
Oversees the accurate, comprehensive and timely project reporting, including completion of the final close-out report, and project reviews
Collaborates with Project Controls in the establishment, maintenance, and management of a fully documented change control system that tracks all changes to the contract and project baseline requirements or conditions
Participate in the management and control the project's cost and schedule by ensuring that effective project controls are in place and functioning properly, including establishment of a project structure (work breakdown structure/network/network activity), a quantitative approach to planning, reporting, and control, and a change management system
Ensures effective and timely coordination between design, procurement, material management, and construction teams for integration of technical content and schedule requirements
Ensure effective interface management with third parties
Supports the implementation of automated work processes and tools on the project to the fullest extent practical, consistent with adding value
Complies with standards and procedures regarding the security and management of computing facilities and systems, including the use of Fluor reference systems
Supports the PD by verifying that project invoices are submitted to the client in accordance with contract requirements and proactively follows up on accounts receivable and the timely receipt of payment in order to minimize the cost of cash
Keeps supervisor and senior operations management fully informed on project status, including client relations, project cost and schedule, changes in risk assessment, anticipated changes in project financial performance, and any other major concerns
Lead as requested by management, the completion of technical and commercial proposals, providing project planning, means and methods of project execution, schedule preparation, cost estimating, and proposal strategy
Mentor Fluor personnel as requested by the PD
Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
May need to travel to attend to business related matters

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
At least 4 years experience supporting the Intelligence Community
Current active security clearance that meets access requirements for the customer
Engineering experience
Professional engineer license
Experience leading Service Contract Act (SCA) employees
Fluent in Spanish, or who have a certain level of proficiency
Program management experience or certification
Process improvement experience
SAP, Costpoint, AutoCAD experience
Jobsite experience and understanding of construction safety program
Demonstration of successful performance as Project Manager on a minimum of two (2) small to medium sized projects or in significant positions on large to very large sized engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects
Planning and scheduling activities within power and plant operations

U.S. Citizen
This position is subject to review and approval by the US Government Contracting Officer
Minimum of 7 years of experience managing projects of similar size and scope. This is a key contractual position and is contingent on approval by the US Government contracting officer.
Must be physically present on site during normal business hours. Remote work is not authorized on this contract

Shall respond to the site within 2 hours-notice for emergencies outside of normal business hours.
Position reports to a US based program manager and interacts with peers in multiple time zones
Must meet USG requirements and contingencies prior to deployment to the site.
Support the projects by providing an environment for the development and professional advancement of project personnel, including providing on-the-job and formal training and development opportunities
