ECS is seeking a Scrum Master to work in our Washington, DC office.
ECS is seeking talented professionals to join our successful and growing team in sustaining the Program and Budget Enterprise System (PBES) by providing System Integrator Support Services. The mission of the Program and Budget Enterprise System (PBES) is to deliver financial data to facilitate decision making throughout the Planning, Programming, Budgeting and Execution process, which involves two main exercises; the Program Objective Memorandum (POM) and the President's Budget, for the needs of both the Office of the Secretary of Defense (OSD) and Congress in a timely manner. The PBES is managed by the Program Management Office (PMO) in partnership with the Financial Systems division out of (GBG) Wright Patterson AFB, Ohio, along with the Contracting and Financial Management teams, out of the Air Force Life Cycle Management Center.
The PBES Program is the Department of the Air Force's (DAF) only means to annually submit their portion of the President's Budget to the Office of the Secretary of Defense.

The SAFe Scrum Master is a servant leader and coach for an Agile team, responsible for ensuring that the team follows Agile practices and principles. The Scrum Master facilitates team events, removes impediments, and fosters an environment for high-performing team dynamics, continuous flow, predictable delivery, and relentless improvement. Specific responsibilities will include:
Salary Range: $95,000-$124,000

- Facilitate Agile Events: Organize and facilitate key Agile events, including Daily Stand-ups, Iteration Planning, Iteration Reviews, and Retrospectives.
- Support the Team: Assist the team in meeting their delivery goals by coaching them in self-organization and self-management.
- Remove Impediments: Identify and remove impediments that hinder the team's progress.
- Promote SAFe Practices: Educate the team on SAFe principles and practices, including Scrum, Kanban, and Extreme Programming (XP) as applicable.
- Coordinate with ART (Agile Release Train): Work closely with other Scrum Masters, Product Owners, and the Release Train Engineer (RTE) to ensure alignment and coordination across the ART.
- Facilitates preparation and readiness for ART events. Assist the team in preparation for ART activities, including backlog refinement and supporting upcoming Planning Intervals.
- Coordinate with other teams: Support the team's efforts to continuously improve communications and relationships with other teams. Represent the team in the Scrum of Scrums (SoS), helping the team remain aware of opportunities to engage and improve program effectiveness.
- Continuous Improvement: Foster a culture of continuous improvement by encouraging the team to identify and implement process enhancements.
- Stakeholder Communication: Maintain clear and consistent communication with stakeholders, providing updates on team progress, risks, and dependencies.
Salary Range: $95,000-$124,000

- US citizenship with ability to obtain a Secret Clearance.
- Bachelor's degree in Computer Science or Information Technology, or equivalent technical project experience.
- Certified SAFe Scrum Master (SSM) or equivalent experience.
- Minimum of 3 years of experience as a Scrum Master or in a related Agile role.
- Strong understanding of SAFe principles and Lean-Agile practices.
- Excellent communication and interpersonal skills, with the ability to work effectively on cross-functional teams.
- Proven ability to manage multiple projects simultaneously and meet deadlines.
- Strong analytical and problem-solving skills.
- Proven expertise in deliverable tracking in an Agile environment.
- Experience with Agile tools (for example JIRA, Confluence, Azure DevOps, etc.).
