Under the general direction of the Vice President of Customer Operations, the Emergency Preparedness Program Manager is responsible for overseeing and directing all aspects of the Company's emergency preparedness efforts and risk management-related business continuity planning. This position provides the leadership and direction needed for the effective planning, organization, prioritization, and resourcing of the Company's emergency preparedness and response procedures, including management and maintenance of the System Operations Emergency Plan (SEOP).

ESSENTIAL FUNCTIONS:
  • Responsible for the short and long-term strategic planning activities for emergency operations and business continuity, integrating best practices where applicable. Sponsors change and supports people through various transitions and business cycles or process changes.
  • Create, gain support for, and periodically review performance objectives for the various emergency response programs and processes for both short and long-term objectives.
  • Maintain, improve, and sustain the SEOP, including documentation, tracking, quality assurance, and ensuring the plan is regularly updated for internal use and for regulatory filing and compliance.
  • In collaboration with department leaders and the safety team, ensure that all employees are trained to perform their emergency response roles safely and efficiently. Organizes or facilitates the training of personnel so they can fulfill their roles and responsibilities during an emergency, as well as exercises to practice the SEOP and other hazard or continuity plans.
  • Regularly engage and build positive relationships with external partners including those in the emergency management community. Develop and implement joint exercises and coordinate response plans to shared incidents where applicable.
  • Manage the assessment, development, and maintenance of hazard and threat-specific emergency procedures to include pandemic plans, business continuity plans, hazard mitigation plans, disaster response plans (e.g., System Emergency Response Plan- SEOP), and life safety plans (e.g., evacuation, shelter, shelter-in-place, lockdown).
  • Manage risk assessments for various departments and districts for emergency response and business continuity; review and lead planning and documentation efforts to any hazards or threat scenarios identified during the risk assessment for natural, human-caused, and technology-based hazards and risks.
  • Assess the availability and capabilities of resources for incident stabilization including people, systems, processes, and equipment available within the Company and from external sources.
  • Actively participate in emergency response situations (e.g., EOC meetings) by participating in emergency response and restoration activities and ensure proper procedures are followed.

ADDITIONAL RESPONSIBILITIES:
  • Performs other related duties as assigned, including designated duties associated with System Restoration.

REQUIRED OR PREFERRED EDUCATION, CERTIFICATIONS, EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES:
  • Bachelor's degree in Emergency Management, Business, Engineering, or a related field required. Advanced degree or certifications (e.g., Certified Emergency Manager) are a plus.
  • 5-7 years proven experience in emergency management, risk management, process improvement, and/or business continuity planning, preferably in the electric utility industry and/or a similarly regulated environment.
  • Strong knowledge of emergency response protocols, incident command systems, and regulatory requirements.
  • Excellent communication and people skills, with the ability to convey complex information clearly and concisely.
  • Demonstrated leadership and project management skills, including the ability to lead and motivate cross-functional teams.
  • Ability to think strategically and analytically in assessing risks and developing mitigation strategies.
  • Ability to engage and collaborate with internal and external stakeholders to manage through change and improve outcomes.
  • Proficiency with Microsoft office products required. Familiarity with relevant software and technologies used in emergency preparedness and response preferred.
  • Must have ability to work without direct supervision and maintain a high level of self motivation.
