JOB SUMMARY-
The HR Business partner serves as an employee relations resource for Department leaders and employees of Davis Medical Center. The person in this role is expected to be a resource for all employees to bring questions and concerns to a resolution, and/or appropriately guide them to a subject matter expert through partnering with local and system HR resources. Additionally, the HR Business Partner will serve as a learning resource for leaders, identifying training needs and delivering (or arranging for) appropriate coaching and training.
In collaboration with the Senior HR Business Partner, Davis Health System the HR Business Partner will be responsible for the rollout and communication of changes that impact front line employees. Obtains and provides resources to implement change initiatives. Serves as a role model within the client organization by demonstrating commitment to innovation and continuous improvement in organizational performance.
The person in this role will be expected to respond to urgent employee relations matters which may include off-hours (nights and/or weekends, if needed.)
MINIMUM QUALIFICATIONS
Education: Bachelor's degree in Human Resources Management, Business or related degree required; or a combination of directly related experience & education will be considered in lieu of a degree.
Experience: 5 years of employee relations and/or relevant HR experience required
Licensure/Certification: Specialty HR certification such as PHR or SPHR preferred.
Additional Required Skills and Experience:
Demonstrated flexibility, able to change direction quickly and reprioritize based on urgent needs.
Prior experience in managing projects from start to finish, and through ambiguity and constant change.
Excellent organizational skills and attention to detail.
Able to juggle and prioritize multiple tasks simultaneously while delivering on commitments.
Outstanding communication skills in both written and verbal form to include prior experience giving presentations.
Ability to handle confidential information and escalate issues when appropriate.
Performs work under minimal supervision.
PHYSICAL REQUIREMENTS & ENVIRONMENTAL CONDITIONS
Light Work: Frequent lifting and/or carrying of objects weighing up to 10 lbs. with a maximum lifting of 25 lbs. Some travel may be required, if needed, to other facilities within the Vandalia Health organization.

Advise and assist management with investigations/grievance resolution, policy/procedures interpretation, employee conduct complaints, workplace violence complaints, harassment discrimination complaints, progressive discipline and terminations, work environment concerns, and performance management concerns.
Provide detailed analysis of issues and guidance based on interpretation of established internal policies and applicable State and Federal laws.
Recommends a course of action necessary to establish a positive employer-employee relationship that is consistent with the system's practice, policies and procedures.
Serve as a neutral party between manager and employee to assist with the resolution of issues.
Partners with Senior HR Business Partner in the coordination of complex investigations, appropriate response to agency charges and any resulting litigation, and coordination of the grievance review process.
Partners with employees and management to communicate various human resources and/or Hospital policies, procedures, laws, standards and government regulations.
Directs employees to the appropriate resource for questions related to benefits, compensation, workers compensation, and/or issue resolution.
Primary point of contact for facilitating exit interviews.
Assists with, and actively participates in, employee engagement and recognition activities.
Fosters an inclusive workplace that supports the development of others, facilitates cooperation and teamwork, and improve and reinforce performance of others.
HR Operations
Works to accomplish organizational objectives for Vandalia Health.
Serves as point person for HR related compliance requirements for regulatory surveys to include pulling requested information and meeting with the surveyor for review.
Primary point of contact for managing the employee learning system to include the annual education updates and creating modules for new hires.
Conducts special human resource studies and prepares related statistical and demographic reports in a variety of areas such as EEOC statistics, staffing trends, turnover, etc.
Facilitates and/or provides leader and/or employee training (skills based and/or compliance) and orientations to the workforce and/or management as needed.
Coordinates any tuition assistance and bonus payment agreements and/or repayments, if needed.
Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
Views and produces reports, and/or maintains HR information system records.
Assists Sr. HR Business Partner and Vandalia North HR team with HR projects.
Participates in developing department goals, objectives, processes and systems.
Assures compliance with all laws and/or regulations regarding areas of assignment.
Coordinates, monitors, and represents the Hospital in programs such as unemployment insurance.
Assists with the roll out and communication of employee-related changes.
Maintain and sustain knowledge base in HR by participation in professional associations and attending educational sessions as appropriate.
