The duties of this class are generally sedentary and performed in an office environment. Work requires travel to sites throughout Baltimore County.
CONDITIONS OF EMPLOYMENT:
Persons appointed to this class may be required to work evenings, weekends, and beyond their normally scheduled hours with little or no advanced notice.
GRADE: Grade 09 on the BCPS OPE 12 Month payscale.
SALARY: $95,138 - $150,025.

EXAMPLES OF DUTIES:
- Coordinates capital program activities with the work of the Office of Facilities Construction and Improvement, Office of Facilities Support Services, and other BCPS departments.
- Serves as the liaison between the BCPS Office of Purchasing, Baltimore Regional Cooperative Purchasing Committee (BRCPC), and utility service providers as needed to negotiate and manage contracts for the supply of, water, heating oil, natural gas, propane, and electricity. Represents BCPS at BRCPC energy board meetings.
- Supervises and establishes goals for the Energy Management Analyst position. Plans, assigns, coordinates, and reviews the work of employees. Conducts performance evaluations. Recommends promotions, transfers, and demotions.
- Prepares and manages an energy budget. Analyzes energy costs and consumption at approximately 180 facilities. Develops and implements energy conservation plans and strategies as well as programs associated with energy performance contracts.
- Tracks and analyzes monthly energy cost and consumption data. Performs statistical analysis of all energy cost and consumption on a monthly basis in order to provide requisite budget projections. Serves as a member of the BCPS budget projections committee.
- Collaborates with all BCPS stakeholders to encourage, develop, and implement sustainable practices, preservation of natural resources, environmental stewardship, and responsible energy use.
- Serves as project manager on all energy related projects including multi-million-dollar energy performance contracts.
- Manages an operating budget. Oversees the procurement of materials, supplies, equipment, and tools. Prepares specifications for use by the Purchasing Office in the procurement of items. Participates in pre-bid meetings and bid evaluations.
- Develops documents explaining the purpose, scope, and operation of each functional area administered. Assists in the development of the Department of Facilities Management Operating Manual and other related documents.
- Develops and maintains a utility bill tracking system and comprehensive databases of energy cost and consumption data. Uses and implements software programs to manage energy cost and consumption and make energy cost and consumption projections.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training, and Experience:
- Possession of a bachelor's degree in business administration, public administration, or related field.
- Five years of demonstrated leadership and/or management experience in energy management, large scale commercial energy consumption operations, and/or the administration of energy management programs.
Knowledge, Skills, and Abilities:
- Thorough knowledge of the principles and practices of building maintenance, building automation, energy management, energy conservation, energy consumption forecasting, and design and construction.
- Knowledge of the principles and practices of supervising employees.
- Knowledge of the administration of operating budgets.
- Knowledge of personal computers and office, facilities management, and energy management software applications.
- Skill in the operation and maintenance of building automation systems.
- Skill in planning, assigning, and coordinating the work of a staff of employees.
