QUALIFICATIONS:
  • A Master's Degree from an accredited college or university
  • A valid New Jersey School Administrator Certificate or eligibility
  • A minimum of six (6) years in the field of education with specific experience in teaching and administration/supervision
  • Leadership skills in the areas of curriculum and instruction, staff development, and staff supervision/evaluation
  • Excellent communication and problem-solving skills

PERFORMANCE RESPONSIBILITIES:

Program Administration
  • Directs the planning, implementation, evaluation, and renewal for all curriculum and instruction-related activities of the district, utilizing the building administration and district supervisory personnel where appropriate;
  • Directs practices to ensure the equitable access to curriculum materials and related supports by all students and serves as Civil Rights Compliance Officer for Classroom Practices;
  • Assists with the monitoring of scheduling in each school in the appropriate area under his/her jurisdiction for compliance with applicable program requirements and makes appropriate recommendations to the Chief Academic Officer where necessary;
  • Ensures compliance with all provisions of the Comprehensive Equity Plan within areas of responsibility;
  • Provides direction and oversight for assessment and grading policies, procedures, and practices (including Through Course Assessments and Final Examinations);
  • Analyzes student achievement data and growth metrics and makes recommendations for changes to programs, processes, and procedures in the areas of responsibility;
  • Collaborates with the Director of Student Services and the Director of Special Services in the planning and implementation of the NJ State Testing program and related student performance reporting;
  • Coordinates the analysis, distribution, and presentation of district test results;
  • Provides for the evaluation of programs under his/her jurisdiction, and makes appropriate recommendations for deletion, addition, or modification of such programs;
  • Coordinates the review and approval of applications for Individualized Pupil Learning Opportunities throughout the district;
  • Directs the planning and implementation of supplemental and extended school year learning opportunities (e.g. Credit Recovery Program, Advanced Placement Bridge Program, online learning) for non-classified student population;
  • Collaborates with the Director of Student Services to direct the planning and implementation of the Dual Enrollment programs, Career and Technical Education Programs, and Articulation Agreements with colleges and universities;
  • Ensures that courses are submitted to the NCAA Eligibility Clearinghouse for approval as needed, in collaboration with the Director of Student Services;
  • Directs the overall planning, implementation, and evaluation of Magnet and Pathway Programs throughout the district;
  • Prepares and submits Federal Entitlement Grants, (e.g.ESEA Titles I, II, III, III Immigrant, IV, and V, and the Carl B. Perkins Grant), and supports the implementation and evaluation of all related programs and initiatives, ensuring timely reporting and compliance with all regulatory requirements;
  • Researches and writes grant proposals for alternate funding sources for district programs, services, and initiatives;
  • Provides support for the District's Multilingual Learner Program;
  • Oversees and coordinates initiatives and programs related to educational technology, including library programming, media programming, and related supports;
  • Represents the Chief Academic Officer on regional committees concerning articulation between the high schools and the K-8 sending districts to ensure successful transition of students into the district and address other matters related to areas of responsibility;
  • Monitors the principals' approval of regular daily educational excursions, and assumes the responsibility for approval or denial of extended educational excursions within his/her areas of jurisdiction, in accordance with Board policy;
  • Reviews, updates, and makes recommendations to the Chief Academic Officer for revisions to Board of Education Policies and Regulations in all areas related to curriculum and instruction and other areas of responsibility; and
  • Assists the Chief Academic Officer in the development of long range district needs, including, but not limited to, the educational and program specifications in areas of responsibility.

  • Budget Oversight
  • Monitors school programs and department expenditures under his/her areas of jurisdiction, and shall approve appropriate expenditures;
  • Develops and implements the annual budget for the Curriculum and Instruction Office; and
  • Assumes responsibility for the development of appropriate specifications for the solicitation of bids and quotes for appropriate supplies and equipment for his/her areas of jurisdiction, including the analysis of such bids and appropriate recommendations.

  • Staff Selection/Development and Evaluation
  • Participates in the interview process and selection of administrative candidates when needed;
  • Conducts formal staff observations as may be required, and makes recommendations to the Assistant Superintendent for Human Resources regarding reemployment, termination, and/or other appropriate actions;
  • Monitors classroom and other supervisory reports under his/her jurisdiction, and advises the Assistant Superintendent for Human Resources on reemployment, termination, and/or other appropriate actions;
  • Coordinates all district efforts for the timely planning and submission of the District's Professional Development Plan, to the appropriate government officers, as well as the subsequent implementation of the plan's provisions;
  • Supports the work of the school level Professional Learning Communities; and
  • Coordinates and monitors all in-school and after-school staff development programs utilizing the assistance of the administrative supervisory staff.

  • State Monitoring/Compliance
  • Assumes responsibility for state monitoring and evaluation of NJQSAC standards in the area of Instruction and Program; and
  • Directs the maintenance and submission of all state and federal reports in areas within his or her jurisdiction, including the maintenance of the District Remote Learning Plan and the NJSMART database for Career and Technical Education and Course Submissions.

  • Community Relations
  • Facilitates requests for information, and shall provide news media, and governmental agencies with information under his/her area of jurisdiction;
  • Acts as a liaison on community and/or staff committees as the Superintendent and Chief Academic Officer may direct;
  • Coordinates and supports district wide student programs (e.g. Team Challenge, Spooktacular, District Band Festival, etc); and
  • Ensures that the Curriculum and Instruction web page conveys accurate and timely information.

  • Other
  • Actively participates in and contributes to District efforts in the areas of Strategic Planning, State Monitoring, and Middle States Accreditation;
  • Collaborates on and provides support on legal matters related to Curriculum and Instruction and other matters as assigned;
  • Collaborates with Central Office Leadership Team to resolve parental and building related concerns;
  • Collaborates with the Director of Student Services as a liaisons to the Monmouth County Vocational School District to coordinate full and part-time vocational student programs;
  • Coordinates the preparation of all curriculum and instruction-related agenda items for meetings of the Board of Education;
  • May attend board meetings and prepares such reports for the Board of Education as the Chief Academic Officer may request;
  • Stays informed of changes and developments in the profession by attending professional meetings, reading professional journals and other publications, and discussing problems of mutual interest with others in the field;
  • Assists in preparing reports and/or district research projects for the central administration, and responds to written and oral requests for information deemed necessary by the Chief Academic Officer; and
  • Performs other related duties as may be assigned by the Superintendent or designee.
