Description

A professional technical position responsible for overseeing projects from inception to completion and ensuring that contractors perform work that meets City specifications and expectations.

Example Of Duties

ESSENTIAL FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity.
Assist in the design and development of projects.
Review construction plans for any corrective action required prior to presentation to the City's Development Review Committee.
Supervise projects in construction phase and serve as liaison between developers, engineers, consultants, and contractors.
Assist in the preparation of bid documents.
Assist in the preparation and coordination of permit applications for submittal to various State and Federal agencies.
Attend public hearings and meetings as directed by the Public Works Engineering Manager.
Manage and track on a daily basis all Public Works construction projects as well as projects in other departments.
Assist other Divisions and Departments on all types of projects.
Review and advertise for Special (Waterway Construction) Permits.
Act as Interim Engineering Manager in the event of the Manager's extended absence.
Calculate and set line and grade using a laser level as requested by the Public Works Engineering Manager.

Knowledge of principles and practices of engineering, architecture, or related field.

Able to produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
Able to use and interpret graphical information such as construction plans, schematic drawings, wiring diagrams, flow charts, layouts, other visual aids, and electronic project management applications.
Able to develop construction plans with the aid of CAD tech and supervision of the Public Works Engineering Manager.
Able to develop materials takeoff and quantity estimates.
Able to develop project budgets and cost estimates.
Able to successfully manage both small and large projects as the City representative.
Able to successfully navigate City systems for procurement, finance and other aspects of financial management for projects.
Able to interpret information accurately and make decisions according to existing laws, regulations, and policies.
Able to learn and apply acceptable economic development planning and evaluation techniques.
Able to prepare and monitor program budgets and expenditures.
Able to explain information in a clear and understandable manner to non-technical persons.
Able to operate a keyboard device such as a CRT or PC.
Able to communicate orally in the English language with other employees, agencies, contractors, and the public by phone and in a group setting.
Able to comprehend and make inferences from material written in the English language.
Able to review the work products of others for conformance with standards.
Able to work cooperatively with City employees, outside agencies, contractors, and the public.

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
Graduation from high school, or a GED from a properly accredited institution of learning. Associates degree in construction management or related field highly desirable, but not required.
Five years as a Project Manager with responsible experience in capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes
Any combination of education and experience which provides the requisite mental and communication skills.
Must have a valid Florida driver's license.
